There being no further comment, the public hearing was closed. Order (ID # 23-0211) Councilor Strezo noted that this item has been taken care of and she thanked the DPW for handling this instead of waiting for the proper utility company to perform the work. Resolution (ID # 23-0214) Councilor Clingan spoke on the item saying that this is a re-submittal of a previous resolution. Maryann Walles was sponsored to speak by Councilor Clingan. Ms. Walles explained that this would provide a local option to impose taxes on non-profits. Chair Clingan noted that a task force was established by the Council in 2021 and, to date, no members have been appointed to that task force. He urged the administration to move forward on those appointments. Order (ID # 23-0217) Councilor Pineda Neufeld would like Green Open Somerville to be part of the discussion when the item is taken up by the committee and Councilor Davis suggested that Director Oliviera be invited to attend that committee meeting, as well. Councilor Burnley asked what outcome Councilor Pineda Neufeld was seeking with this order and she replied that she would like multi-language educational door hangers, education on proper disposal methods, flyers and anything else that would help. Councilor Strezo would like to see getting school children involved in some fashion and Chair Ewen-Campen suggested possibly utilizing a summer jobs program. Report of the Special Committee on Charter Review, meeting as a Committee of the Whole on February 8, 2023. Committee Report (ID # 23-0209) Councilor Scott presented the Committee Report saying that 4 items regarding the balance of power were discussed. Some concerns were expressed by the administration about some of the recommendations. A provision for accessing information was also discussed and approved. He thanked his colleagues for their in-depth and thoughtful discussions. More discussions on the balance of power will be forthcoming in following committee meetings. Councilor Scott invited Councilor Pineda Neufeld to express some concerns she had. She spoke about allowing more time for department heads to transition into their new positions and to develop relationships with the Council. (Councilor Wilson noted that there are 2 clerks working this meeting in advance of their confirmation.) Committee Report (ID # 23-0207) Councilor Wilson presented the Committee Report and reviewed some of the 13 agenda items, including funds for the Fire Department and time only contract extensions. Several items were kept in committee for additional discussion, including the CPX lease agreement and the UCH-TIF and he asked members to contact the administration with any questions on the latter. He reported that $38.8 million in free cash has been certified by the state. Councilor Burnley asked how much money would be allocated to the safe consumption site and Councilor Kelly explained that the start up cost for that has been earmarked in another stabilization fund. Councilor Wilson “named and shamed” the 3 companies involved in the massive opioid settlement, (Walmart, Teva and Allergan). Committee Report (ID # 23-0201) Councilor Strezo presented the Committee Report saying that the committee received an update on housing issues and discussed possible unintended consequences of the recent increase in Social Security benefits. Increased costs of heat and utility bills and their effect on residents were discussed. Councilor Strezo also spoke about possibly having bikes repaired in collaboration with the teen center. By Councilor McLaughlin and Councilor Burnley Jr. That the Administration inform this Council regarding efforts to update the firefighter hiring process, since the reserve list has been eliminated. Resolution (ID # 23-0242) Councilor McLaughlin explained that he feels that the reserved list was harmful to veterans. He also noted that rumor has it that the city is considering firefighter transfers form other communities. He expressed his displeasure at this since it would circumvent the process of applying through the normal channels, i.e., Civil Service. He is also looking for an explanation of why it’s so hard to hire firefighters in Somerville. Councilor Scott said it’s important to note that Civil Service appointees have the right to transfer to other communities with the approval of the appointing authorities and he believes that it’s important for the Council to be involved in the appointment of firefighters.
