City of Somerville, Massachusetts City Council Public Utilities and Public Works Committee Meeting Minutes 6:00 PM Thursday, March 2, 2023 This meeting was held via GoToWebinar and was called to order by Chair Clingan at 6:01 pm and adjourned at 6:17 with a roll call vote of all in favor (Councilor Gomez Mouakad, and Chair Clingan), none opposed, and one absent (Councilor Kelly). Others present: Hannah Carrillo – Mayor’s Office, Angela Allen – Purchasing, Stephanie Widzowski – Clerk of Committees. . Roll Call Chairperson Jesse Clingan and Vice Chair Beatriz Gomez Mouakad Present: Charlotte Kelly Absent: 1. Approval of the Minutes of the Public Utilities and Public Works Committee Meeting of February 13, 2023. Committee Minutes (ID # 23-0247) ACCEPTED RESULT: Chairperson Clingan and Vice Chair Gomez Mouakad AYE: City Councilor At Large Kelly ABSENT: 2. By Councilor Clingan That the Administration update this Council on the contract renewal process with TZE and discuss how the process works. Resolution (ID # 23-0057) Chair Clingan said that the issues with the contract relating to the item had been addressed, but called on Dir. Allen to discuss the contract renewal process in general. Dir. Allen explained that the bid process outlines renewals for a specific number of years depending on the contract, and that Purchasing asks department heads 3-4 months before a first-year contract expires if they would like to renew. She noted that despite pandemic-related price increases, the city generally requires vendors to stay at the prices listed in their contracts, but that those contracts can allow for things like fuel inflation.
