City of Somerville, Massachusetts City Council Licenses and Permits Committee Meeting Minutes 6:00 PM Monday, April 10, 2023 This meeting was held via GoToWebinar and was called to order by Chair Burnley at 6:00 pm and adjourned at 6:42 pm with a roll call vote of two in favor (Councilor Clingan and Chair Burnley), none opposed, and one absent (Councilor Ewen-Campen). Councilor Ewen-Campen was unable to join due to attending another committee meeting. Others present: Kimberly Wells – City Clerk, Emadeldine Derebala, Timothy Armstrong, Wei Jia, Peipei Pan, Stephanie Widzowski – Clerk of Committees. . Roll Call Chairperson Willie Burnley Jr. and Vice Chair Jesse Clingan Present: Ben Ewen-Campen Absent: 1. Approval of the Minutes of the Licenses and Permits Committee Meeting of March 6, 2023. Committee Minutes (ID # 23-0340) ACCEPTED RESULT: Chairperson Burnley Jr. and Vice Chair Clingan AYE: Ward Three City Councilor Ewen-Campen ABSENT: 2. Public Hearings 2.1. New Extended Operating Hours License, Alfredo's Italian Kitchen, 288 Broadway, opening Fri & Sat until 3am for take-out and delivery services. License (ID # 23-0466) Chair Burnley opened the public hearing. Emadeldine Derebala, owner of Alfredo’s, explained the current hours and the reason for expanding hours. Timothy Armstrong, a nearby resident, expressed concerns that delivery drivers for Alfredo’s have repeatedly sped down Sargent Ave, and that extending the hours would exacerbate the problem. Mr. Armstrong said that he would like to hear from the restaurant that these concerns will be addressed before they extend hours. Mr. Derebala replied that delivery drivers will be parking on Broadway instead of Sargent during these extended hours. There being no other speakers, Chair Burnley closed the public hearing. Councilor Clingan noted that there have been issues with trash and requested that the applicant be a good business owner. Page 1 of 2

New Extended Operating Hours License, Chow N Joy, 626 Somerville Ave, opening Sun-Thurs until 1am and Fri-Sat until 2am for take-out and delivery services. License (ID # 23-0222) Chair Burnley opened the public hearing. Wei Jia, an attorney representing the owners, said that operating hours will remain the same as they were for the previous establishment in the same location, but that a new license is required for the new business. Peipei Pan, one of the owners, said that she and her sister do not have any other businesses in Somerville. There being no other speakers, Chair Burnley closed the public hearing. Councilor Clingan noted that he had no concerns. RECOMMENDED TO BE APPROVED RESULT: Chairperson Burnley Jr. and Vice Chair Clingan AYE: Ward Three City Councilor Ewen-Campen ABSENT: 2.3. New Used Car Dealer License Class 2, Top Speed Vehicle, 631 Somerville Ave, 8 cars inside, 6 outside, Mon-Fri 8am-6pm, Sat 8am-2pm, Sun Closed. License (ID # 23-0032) Chair Burnley opened the public hearing. Adilson Oliveira, the applicant, explained what has been done since last month when this item was before the Committee. There was a question as to the property owner’s stance on the business and the status of the lease. Clerk Wells said that the day of the previous meeting, the landlord informed the city directly that the lease had been terminated, and that the Committee gave the applicant a month to rectify the situation, but that the Clerk’s Office has not received the required lease or written authorization from the property owner. Mr. Oliveira said that the landlord had not issued him a lease. There being no other speakers, Chair Burnley closed the public hearing.
