She said that, to assist her in developing a plan for more efficiency, she is currently undertaking a listening tour to understand how the city operates. Chief Vargas told the Council that she has worked for the State of Rhode Island and has executed successful plans, written policies, provided legal counsel, drafted municipal ordinances, and developed policies to continue growth in various departments. Officer's Communication (ID # 23-0786) Meredith Gamble, Deputy Director and Language Justice Coordinator, SomerViva Office of Immigrant Affairs, gave a presentation about the ecosystem of language justice and its elements. The goal is centered so that language access services are accessible, equitable, effective and do no harm, i.e., interpretations are accurate. The City Council may request interpretation (oral) or translation (written) services via an online Language Access Request Form. She explained the process of handling requests and offered some preliminary steps to be considered before submitting a request. She asked for feedback after services have been delivered to ensure that needs are being met. When there is a known specific language need, the process will be expedited as much as possible. Councilor Gomez Mouakad asked about posting information, in languages besides English, on how to request services and she spoke about moving to a different virtual meeting platform. She asked if meetings should be prepared for by demographics and if councilors could reach out to SomerViva for help in communicating with constituents in real time. Councilor Kelly asked about tension between making a request and then having no one show up to take advantage of the service and Deputy Director Gamble explained that the goal isn’t to have the whole community attend. Staff will keep working until it becomes likely that people will show up because they’ve heard about the services. City Council Meeting Minutes May 11, 2023 9.47. Community Action Agency of Somerville (CAAS) conveying a report on housing advocacy efforts. Public Communication (ID # 23-0798) Councilor McLaughlin sponsored Nicole Eigbrett, Director of Community Organizing at the Community Action Agency of Somerville (CAAS), who spoke about the volunteer work being done to help tenants from being evicted, saying that their team is trying to reach tenants upstream as soon as possible. The team attempts to track deed changes through public documents and then determine if tenants are being displaced. For those tenants facing displacement, the volunteers advise them of their rights and try to assist them. The program began last August and now has 30 volunteers. Since its inception, the team has tracked 256 multi-unit building sales in the city and of those, contact has been made with 133 of them through in person literature drops, door knocking, or mail. The staff has put together a training program for volunteers and is hoping to get tenants organized. The team has made some recommendations for city-level policies. Councilor Strezo asked what efforts are being made to expand Section 8 rentals and Director Eigbrett replied that CAAS has been more on the crisis remediation side of tenant matters.
