City of Somerville, Massachusetts City Council Confirmation of Appointments and Personnel Matters Committee Meeting Minutes 5:30 PM Tuesday, June 20, 2023 The meeting took place virtually via Zoom and was called to order at 5:33 PM by Chair Pineda Neufeld and adjourned at 5:57 PM on a roll call vote of 4 in favor (Councilors Wilson, Strezo, Clingan and Pineda Neufeld), none against and 1 absent (Councilor Burnley). Others present: Charles Breen – Chief Fire Engineer, Christopher Major – Assistant Fire Chief, Hannah Carrillo – Legislative Liaison, Peter Forcellese Legislative Clerk. Roll Call Chairperson Judy Pineda Neufeld, Vice Chair Jesse Clingan, Kristen Strezo and Jake Wilson Present: Willie Burnley Jr. Absent: 1. Approval of the Minutes of the Confirmation of Appointments and Personnel Matters Committee Meeting of May 31, 2023. Committee Minutes (ID # 23-0963) ACCEPTED RESULT: Chairperson Pineda Neufeld, Vice Chair Clingan, City Councilor At Large Strezo and City Councilor At Large Wilson AYE: City Councilor At Large Burnley Jr. ABSENT: 2. Requesting confirmation of the promotion of David Farino to Fire Lieutenant. Mayor's Request (ID # 23-1035) Chief Breen introduced the candidate, who has been with the department for 13 years. The candidate is currently an Acting Lieutenant in the SFD, is a U.S. Military veteran, holds a bachelor’s degree in Fire Science and has been an Honor Guard for the city for 10 years. The candidate thanked the committee members for taking the time to conduct this interview. Chair Pineda Neufeld asked the candidate if he saw any surprises in the lieutenant’s role and he replied that he is looking forward to being in a permanent position, with the same crew, and working with new firefighters and being a mentor to them. Asked about what he is most proud of, he responded by saying that it’s his commitment to keep learning. On a roll call vote of 4 in favor (Councilors Wilson, Strezo, Clingan and Pineda Neufeld), none against and 1 absent (Councilor Burnley), the committee moved into Executive Session to continue this interview. Confirmation of Appointments and Personnel Matters Committee Meeting Minutes June 20, 2023 The regular committee recessed at 5:44 PM to enter into Executive Session. The regular meeting reconvened at 5:50 PM. Chair Pineda Neufeld reported that no votes were taken in Executive Session except the vote to adjourn. Chair Pineda Neufeld informed the candidate that this appointment would not be official until it is approved by the City Council at its next meeting on June 22, 2023.
