That the Director of Mobility implement a quick-build safety treatment for
the intersection of Prospect and Webster Streets.

Councilor Scott said this intersection has been a chronic problem and is
extremely dangerous. He thinks that this problem could be addressed sooner
than later. President Ewen-Campen noted that there are five streets
converging at this location, which is very confusing, and he doesn’t think
that it’s a situation that can wait for a long term solution.

government funding shutdown could impact Somerville.

Councilor Strezo would like to have a conversation on this and noted that
SNAP benefits would cease for 125,000 families in MA and 7,000 federal
workers in our region would be furloughed. Liaison Singh said city
departments are gathering information to assess the impacts to the city and
its residents. Councilor Burnley commented that the Head Start Program
would be impacted also, along with child care.

Councilor Strezo reported that the Cabinet has been working on out of
school time programs as much as possible and noted that transportation
remains a problem for after school programs. She went on to say that a
coordinator position has been filled, that additional programming is coming,

and that the Youth Services Division is in place. The Cabinet has also had
discussions about workforce development and a policy that appears to her to
be poverty shaming.

banned in years past are accepted reading today. He sponsored Laura
Saunders to speak, who said that there has been an exponential rise in
challenges to books and that it’s happening all over the country and it
prevents people from getting information. Over 30 states have passed or are
trying to pass legislation to facilitate banning books. Councilor McLaughlin
also sponsored Christina Ciampa to speak on the matter. She is a vendor
with the library and schools in the city for LGBTQ books. She spoke about
the hate and resistance to having different views about how people live and

Councilor Burnley spoke in support of two bills (S.1979/H.1795) that would
require a five-year prison and jail construction moratorium. He noted that
MA has seen a rapid decline in the number of incarcerated women over the
last decade and that approximately 20% of women incarcerated at
MCI-Framingham are pre-trial detainees from Middlesex County who can’t
afford to pay the freedom extortion, i.e., bail. He also spoke about a way that
MA could continue to maximize pathways for release through implementing
elder parole by passing an Act which would make people ages 55 and older
eligible to see the Parole Board after they have served half of their sentence
or at least 15 years.
He sponsored Evan Drucker Chardle and Michaela Kaplan, who said that
many rabbis are supporting this effort and that 200 Somerville residents
have also acted in support. A 5-year pause would allow time to focus on
decarceration and ways to reimagine communities, not prisons. Councilor
Burnley asked that a copy of the Resolution be sent to the Governor’s
Office.

Councilor Burnley sponsored Barka Bendhadi to speak, who said that as a
Somerville resident, she refuses to let voices be silenced in the midst of
ecological destruction, rampant police violence, and the brutal obstruction of
protest and descent and said that affiliation with Cop City should be opposed
in any way possible. She stated that a single tree struck down in Atlanta is a
threat to clean air for all of us here and that deforestation of the Weelaunee
Forest increases everybody’s vulnerability to the climate crisis. Additionally,
she said that militarized police forces have formed the backbone of
oppression against black, brown, trans and queer communities in our country
for centuries. Ms. Bendhadi said that if Cop City is allowed to be built,
police forces from around the country will be invited to come to Atlanta to
learn better ways to attack, harass, terrorize and even kill members of
neighborhoods under the guise of public safety. She went on to speak about
those who had been arrested for protesting Cop City and said that no one
should have to spend their time in a cage for anything.
Councilor Burnley stated that Cop City would impact everyone and that
supporting this Resolution is a stand against militarized policing and a stand
for the environment. Councilor Scott spoke about following up at a future

point to ensure that no Somerville Police Department personnel attend
training at the facility. Councilor McLaughlin asked to be recorded as voting
‘no’ on the Resolution, saying that he feels that this has nothing to do with
the City of Somerville and is of no consequence, adding that he’s tired of
issues of no consequence being put before the City Council. Councilor
Pineda Neufeld expressed her concern about quality of life issues in the city
and wants to spend her time working for city residents. She also asked to be
recorded as voting ‘no’ on the Resolution. Councilor Gomez Mouakad
asked to be recorded as voting ‘no’ on the Resolution and spoke about kids
being caged at the border, adding that there are people in this community
who are struggling and that’s where the City Council’s efforts should be
focused. Councilor Kelly apologized to the speakers for the disrespect
shown for their concerns and noted that Somerville is designing a $100
million cop city of its own in competition to Atlanta’s. Councilor
McLaughlin stated that he is not disrespecting anyone and that he’s just
saying that the City Council has no role voting on issues in Atlanta. That, he
said, is disrespectful to Atlanta’s citizens and is pandering.
Councilor Davis agreed that there will be no positive impact from this
resolution but noted that the City Council often supports resolutions as
symbolic actions. He expressed concern that a roll call vote on this item isn’t
helpful to anyone and he suggested that it be referred to the Committee on
Equity, Gender, Seniors, Families and Vulnerable Populations. Councilor
Davis said that, although he supports the spirit of the item, he has concerns
with some of the language. Councilor Burnley said that the subject matter
has directly impacted members of our community and that he doesn’t care if
other Councilors feel that discussing this Resolution makes it impossible for
them to deal with other issues. He said the behavior of some Councilors
tonight was atrocious and that he wasn’t entirely surprised by it. Councilor
Burnley asked that a roll call vote be taken on the item. Councilor Gomez
Mouakad said that she takes responsibility if she was disrespectful and
commented that time, money and resources are finite. Councilor Davis
requested that the City Solicitor provide an opinion regarding Somerville
Police Department personnel going to Cop City. He asked Councilor
Burnley if he would remove the words “accepting trainees from” from the
Resolution as having them on record might come into play at a future point
in time. Councilor Burnley opted to keep the language as is and Councilor
Davis commented that the language is unwise.

of transformers and other electrical transmission infrastructure above ground
within the city limits without specific approval by a Special Permit Granting
Authority, or other appropriate mechanism.

Councilor Scott said most transformer requests go through a site plan
review. The problem is that in some cases the equipment can’t be run off
pole, so a transformer needs to be placed underground or above ground. The
city’s policy is to not allow above ground installations. The right of way
legislation (MGL Chapter 166 Sections 22A-N) details ways that a
municipality may prevent above ground installations. Councilor Scott

Stephanie Scherpf, Executive Director of Arts at the Armory said that a
community meeting was held and a petition created and delivered to the city
urging that four actions be taken. 1) abandon the present model, 2) adopt a
3rd party model, 3) develop an RFP, and 4) work with a consultant. To date,
a response from the city has not been received. The members of the Arts
community have given Arts at the Armory the mandate to carry the future of
building forward. Director Scherpf said that the petitioners don’t think that
the city has the ability to carry out the process without their input. She
commented that she recently spoke at a Housing and Community
Development Committee meeting and left frustrated. She believes that the
city’s approach has been to hold up the process, noting that this matter has
been going on for over two years. She said that the building is already a
success and that her organization wants to help the city and she thinks that
the Armory Master Plan needs to be re-started. Councilor Gomez Mouakad
agrees that the process needs to start over with input from the tenants.
President Ewen-Campen noted that the reason the city took the building by
eminent domain was to protect the artist community and he believes that the
issue will be worked out.
