City of Somerville, Massachusetts City Council Licenses and Permits Committee Meeting Minutes 6:00 PM Wednesday, November 15, 2023 The meeting took place virtually via Zoom and was called to order at 6:00 PM by Chair Burnley and adjourned at 6:14 PM on a roll call vote of 2 in favor (Councilors Ewen-Campen and Burnley), none against and 1 absent (Councilor Clingan). Councilor Clingan was attending the Housing and Community Development Committee meeting. Others present: Kimberly Wells - City Clerk, Peter Forcellese – Legislative Clerk. . Roll Call Chairperson Willie Burnley Jr. and Ben Ewen-Campen Present: Vice Chair Jesse Clingan Absent: 1. Approval of the Minutes of the Licenses and Permits Committee Meeting of November 8, 2023. Committee Minutes (ID # 23-1651) ACCEPTED RESULT: Chairperson Burnley Jr. and Ward Three City Councilor Ewen-Campen AYE: Vice Chair Clingan ABSENT: 2. Public Hearings 2.1. Transferring Flammables License, from John's Auto sales to Sam's Gas & Service 166 Boston Avenue. License (ID # 23-1546) Chair Burnley open the public hearing. Applicant Joseph Kammouj stated that he recently acquired this business and would like to operate an auto repair shop. His partner previously had a gas station in Somerville. Mr. Kammouj has 2 other auto businesses in other cities. No convenience store items will be sold at the location. There being no further speakers, the public hearing was closed. New Garage License, Sam's Gas and Service, 166 Boston Avenue, 2 vehicles inside, 4 vehicles outside, Mon-Fri: 8am-6pm, Sat: 8am-4pm, Sun: closed. License (ID # 23-1545) Chair Burnley open the public hearing. Applicant Joseph Kammouj said he is seeking to transfer the prior owner’s existing license with the same amount of vehicles. The vehicles under this garage license will not overlap with those of the Used Car Dealer business. There being no further speakers, the public hearing was closed. RECOMMENDED TO BE APPROVED RESULT: Chairperson Burnley Jr. and Ward Three City Councilor Ewen-Campen AYE: Vice Chair Clingan ABSENT: 2.3. New Used Car Dealer License, Sam's Auto Sales, 166 Boston Avenue, 0 vehicles inside, 28 vehicles outside, Mon-Fri: 8am-6pm, Sat: 8am-2pm, Sun: closed. License (ID # 23-1544) Chair Burnley open the public hearing. Applicant Joseph Kammouj said he is seeking to transfer the prior owner’s existing license with the same amount of vehicles. There is a vacant lot in the rear of the building to store the vehicles. There being no further speakers, the public hearing was closed. City Clerk informed the committee that the prior owner’s licenses had been approved by the committee on June 22, 2023 and that there are no changes to the terms of those licenses. The actions tonight are just to allow the new ownership.
