That the Committee on Equity, Gender, Seniors, Families and Vulnerable
Populations conduct a Committee of the Whole Public Hearing to hear how
the increases in water and sewer rates are affecting Somerville residents, and
be it further Ordered that all relevant city departments be in attendance.

Councilor Strezo is calling for a public hearing on May 15 at a hybrid
meeting of the Equity, Gender, Seniors, Families and Vulnerable
Populations Committee to discuss this matter. She noted that 85% of the
meter reading process is complete and that less than 100 households in
Somerville have been helped by the state’s assistance program, and that 900
residents are no longer getting ARPA funds to help pay water bills. She
commented on water bills being received in a variety of odd amounts, some
up to $40,000. Councilor Strezo expressed her desire for a parallel plan to
help residents pay their water/sewer bills and she urges the City Council to
view this matter as a crisis. Councilor Clingan noted that there is much
frustration over high water bills and pointed out that the lack of
communication to residents was a contributing factor for that. He went on to
say that there is a lack of trust in the city and the Water and Sewer
Department, and that people are confused and scared. He feels that there
should have been meetings in each ward to explain the situation. Councilors
Scott, McLaughlin, Mbah and Wilson related similar stories. President
Ewen-Campen commented that the higher bills are unfair because people
paid the bills they received previously and now the city is looking to get paid
for usage that wasn’t billed for at the time. He also stated that the city’s
hands are tied by state law.

Councilor Davis summarized the actions taken by the committee and
reported much of the meeting was spent discussing proposed ordinance
amendments relative to the Water and Sewer Department. The bulk of the
changes would bring the ordinance up to date with actual practice. Councilor
Davis moved to sever item #24-0324 from the Committee Report. The
motion was approved. A new version of the safe streets ordinance was also
discussed.
Chair Davis moved that the word “commissioner” be replaced by the word
“director” throughout this ordinance proposal in item #24-0324. The
motion was approved.
Chair Davis moved that the item #24-0324 be approved, as amended.
Councilor Scott had some concerns about the change of dates in the
ordinance and Councilor Davis expressed his desire to vote on the item this
evening. Director Vidalis said that pushing these changes into the next fiscal
year would essentially result in an increase in rates in order to replace the
expected revenue that would be lost by the delay. The motion was approved
on a roll call vote.

Grant Program, whose funds were used by Somerville to procure Shot
Spotter in 2014. Councilor Burnley related some data on the effectiveness of
Shot Spotter and noted that there have been multiple instances where its

Conveying an outline of the history of Civil Service hires in Somerville.

Councilor McLaughlin expressed his displeasure with the Mayor’s intention
to move forward with lateral hires and he feels that this does not help
veterans since it lessens veterans’ preference. He sponsored Mike Jefferson
and Steven Flythe to address the Council.
Mr. Jefferson, President of Local 76 IAFF, said that it is important to know
what lateral transfers could do. He told the Council that Local 76 is opposed
to hiring 12 fire fighters for Assembly Square via the lateral transfer process,
adding that there is a civil service list with Somerville residents and veterans
on it, and that lateral hires would circumvent that list. The potential lateral
transfer individuals already have jobs and pensions and would be taking jobs
from Somerville residents. The union has urged the Administration for 2
years to begin hiring for Assembly Square, but the city drives the hiring
process and the process is broken. Local 76 demands that the city call for the
civil service list.
Mr. Flythe, a resident who has been on the civil service list for firefighters
for 2 years, said that he signed up and paid for the test and took the physical
exam. He said that he cares about community and wants to encourage the
city’s younger population to apply for firefighting positions but noted that
it’s not promising under this policy.
Councilor Strezo sponsored Matt Sullivan to address the Council. Mr.
Sullivan, a Somerville firefighter and member of Local 76 said that the city
is underestimating the time it will take to hire laterally and that it’s missing
out on employee pride by hiring 12 people who are looking for a raise. He
spoke about seeing the pride his father has in being a Somerville firefighter
and said that the candidates on the civil service list have that pride. He noted
that his brother is on the civil service list and maintains residency here in
Somerville.

Councilor Clingan sponsored Henry Lima, who holds the #1 spot on the
civil service list to speak. Mr. Lima said that he took the exam in 2014 and
was bypassed for hiring in 2015. He fought the city over that bypass and was
successful. He told the Council that he grew up here and went to school
here. He commented that he has gotten support from many people in the Fire
Department. He said that he thinks about the young people who may have
their dreams smashed by the process. He said that the city knew it needed
fire fighters for Assembly Square, and asked why it doesn’t want to hire
Somerville residents and/or veterans.
Councilor McLaughlin related some of the historic problems with the city’s
hiring process through a presentation and went on to dispute various points
of the Administration’s memo about why lateral transfers are necessary. He
commented that he thinks the city is doing this because hiring off the civil
service list is hard. Councilor Clingan said lateral hiring is a convenience for
the city and that the Council was sandbagged, which left him infuriated and
disappointed. Councilor Wilson commented that it’s a heavy lift to hire an
entire company off the civil service list but worth it to do so. He noted that 5

would kill their chances. He also pointed out that lateral transfers have to be
approved by the city from which the transfer is leaving. Councilor Scott said
that the city has a history of corrupt hiring practices. Councilor Davis stated
that he thought the elimination of reserve lists would have ended this
problem.
Liaison Hutter addressed the Council saying that staff is ready to talk on this
matter, however the appropriate staff were unavailable tonight. President
Ewen-Campen stated that it’s not too late to for the Administration to
reconsider the decision. Councilor Pineda-Neufeld commented that she was
taken aback at how the decision was made without any input from the City
Council.
