City of Somerville, Massachusetts City Council Finance Committee Meeting Minutes 6:00 PM Tuesday, March 19, 2024 This meeting was held via Zoom, was called to order by Chair Wilson at 6:00 pm and adjourned at 6:56 pm with a roll call vote of all in favor (Councilor Clingan, Councilor Burnley, Councilor Sait, Councilor Scott and Chair Wilson), none opposed, and none absent. Others present: Hannah Carrillo – Mayor’s Office, Edward Bean – Auditing, Anne Gill – Personnel, Michael Mastrobuoni – Auditing, Francis Golden – Assessing, Stephanie Widzowski – Clerk of Committees. Roll Call City Councilor At Large Jake Wilson, Ward Two City Councilor Jefferson Thomas (J.T.) Scott, Ward Two City Councilor Naima Sait, City Councilor At Large Willie Burnley Jr. and Ward Four City Councilor Jesse Clingan Present: 1. Finance Director conveying FY 2024 Mid-Year Financial Report in accordance with Section 2-48 of the Code of Ordinances. Officer's Communication (ID # 24-0210) Dir. Bean presented the mid-year fiscal report with updates since late February. He emphasized that the numbers given in the presentation are estimates. Dir. Gill shared staffing updates in this presentation, with a highlight that Personnel has decreased departmental vacancies by 40% in the past fiscal year. Councilor Clingan asked about the employer/employee split for health insurance and whether the city will be looking to change that ratio because of the increase in cost. Chair Wilson asked about the impact of decreased building revenues on new growth, which was addressed by Chief Assessor Golden. Councilor Scott asked about ARPA/ESSER funded positions and requested data on the number of FTEs funded by ESSER and ARPA and the sum of annual salaries. Dir. Bean said that ARPA staff are preparing a presentation for the committee and this data can be included.
