Councilor Ewen-Campen commented that a new apartment building is being
built in his ward and that two neighborhood meetings were held. He said
that 30% of the street side of the building has a piece of electrical equipment
present and he’s concerned because he doesn’t know if this will be seen on
all new buildings. Councilor Scott stated that there are underground
solutions for these pads and he doesn’t think they have to be above ground.

slated to change around June 10th. He pointed out that Benton Road is a
2-way street with parking on 1 side. He spoke to the Mobility Department
several times about the traffic problems on Benton Road and he would like a
solution and a public process to discuss options.

reported that a public hearing was held to hear from residents about water
and sewer bills. Another Public Hearing will be held by the Water and
Sewer Department on May 29, 2024 at 6:00 PM regarding the setting of the

Sewer Department’s conference room at 15 Franey Road.

Executive Director of the Office of Strategic Planning & Community
Development reporting on recent workshops on housing development and
filling office and life science spaces.

Director Galligani gave a presentation about unlocking housing production
and filling lab space. He explained that new developments have brought
revenue to the city, however, there is a slowdown in filling life science
spaces, and he noted that post-pandemic effects are being felt locally. The
pace of real estate growth has slowed and the costs for developing new
housing keeps rising. The project at 15 McGrath Highway is currently on
pause and he’s hoping that the project at 299 Broadway will work out. To
get ahead of any potential problems, workshops were held with several
interested parties to understand housing production issues. In many areas,
rents have flattened on average, squeezing margins for developers. The cost
of land remains high and projects that were viable a few years ago are now
being lost. Director Galligani said that the pace of new construction may
slow, and the real estate market will become cutthroat as high interest rates
lead to companies reserving their cash.
Some possible solutions include zoning relief, permit relief, tax relief,
temporary changes for inclusionary housing, adjusting linage fees,
increasing the use of vouchers and exploring new finance approaches.
Director Galligani stated that there are 2 million square feet of space that
will probably remain vacant and that Kendall Square remains the center of
the Life Sciences industry. The cost for such space in Somerville has
exceeded that of Kendall Square and it’s now less expensive to rent space in
Boston than in Somerville. He spoke about possible solutions for
commercial leasing, including addressing the cost differential, expanding
marketing to the Life Science industry, and exploring workforce
development collaborations. The next steps would be to engage the City
Council, evaluate and refine ideas, and return to the Council with proposals
and opportunities. Director Galligani is confident that the problem can be
solved by working together.
Councilor Burnley stated that he is not in favor of reducing inclusionary
minimums and said that the city should look in areas where it does not have
a competitive advantage. Councilor Wilson inquired about a financing
program for new housing and Director Galligani explained that it would be
through Mass Housing and that more information will be available when the
program launches. Councilor Wilson asked about changes to inclusionary
housing and the Director replied that, with more flexibility, more and larger
family units could be built, but that would reduce the overall numbers of
affordable housing units. Councilor Davis stated that he hesitates to embrace
the challenge using zoning because zoning is a long-term tool and he
believes that this is a short-term challenge that the city can get through. He
attended one of the workshops and noted that the concern brought up the
most was taxes and that doing business in Somerville is costlier than other
places.
Councilor Strezo inquired about opportunity zones and Director Galligani
explained that those zones are federally designated and will be expiring in

the near future. A benefit of opportunity zones is that capital gains taxes can
be delayed or avoided. Councilor Strezo vehemently stated that she does not
agree with adjusting commercial linkage fees nor does she support tweaking
inclusionary numbers. The Director explained that Section 8 and other
voucher programs are difficult to target and project-based vouchers are
scarce and it’s hard to get enough of them to bring to a specific project.
Councilor Pineda Neufeld asked if Somerville is the most expensive
regionally and the Director replied that our permit fees are higher than our
peers, and in some cases, exceptionally higher. Councilor McLaughlin also
participated in the workshops and said that housing is an important part of
addressing the lab space situation. He stated that he was firm in not reducing
inclusionary numbers but indicated his willingness to do some other things,
possibly with zoning. He inquired about tax incremental financing and the
City Council’s place in that process and Director Galligani said that the city
would use the same approach as it did for 299 Broadway, i.e., review what is
necessary to get the project started and bring it to the City Council.
Councilor Scott said he was glad to hear that the city is starting to be
concerned with holes in the ground and he asked why the city would want to
offer incentives for major projects. He asked where the affordable housing
units that were supposed to be built with Federal Realty’s PILOT funds are.
He said that the city is dependent on developer revenue to meet its basic
needs and he asked why the vacant property ordinance isn’t being enforced.
He said that he believes that there are approaches the city could take. He also
mentioned the shameful mismanagement of the Water and Sewer
Department.
Councilor Wilson pointed out that there have been 1,900 layoffs so far this
year from the biotech industry in Cambridge. Director Galligani commented
that we overbuilt as a region, but that there are signs that a rebound is
starting. President Ewen-Campen doesn’t want to see the city make rash
decisions and he’s confident that inclusionary rates will not change. He
asked how climate tech space figures in, and the Director replied that if
prices come down, then properties will be repurposed. President
Ewen-Campen asked about the earlier comment about rents flattening and
Director Galligani noted that developers are saying that, but it’s not a reality
for people in Somerville.
