Self Sufficiency Program, which assists public housing residents to reach
financial goals, and how to expand its purpose, presence and usage.

Councilor Strezo noted that the Family Self Sufficiency Program is both a
federal and state program that creates a fund that helps Section 8 voucher
holders and public housing residents to save money for bigger things. The
program already exists in Somerville, but she would like to know how well
known it is and how many residents are using it. She’s interested in learning
if the city could create its own municipal program.

the Fire Department.

Councilor McLaughlin noted that this resolution has been approved by the
City Solicitor’s office. He acknowledged that the city agreed to stop the
process during the summer, and he asked why, since the city claimed that
lateral transfers were needed due to the urgency to fill positions for the
Assembly Square fire station. He noted that the city asked for 21 names
from the civil service list to fill 3 positions and said that if 12 additional
names were pulled from the list, the city could have staffed the Assembly
Square station. He asked that the resolution be approved and that a copy be
sent to every city in the state that utilizes civil service lists.

Report of the Committee on Land Use, meeting in Joint Session with the
Planning Board on July 9, 2024.

Councilor McLaughlin summarized the actions taken by the committee and
reported that the committee met in joint session with the Planning Board and
conducted 5 public hearings, attended by approximately 200 people. Issues
discussed included a proposal for SomerNova to change zoning from 6 to 9
stories, an Interim Planning Overlay District (IPOD) for Brickbottom
sub-area to change zoning from 4 to 6 stories, a zoning map change for 5
Homer Square, a zoning change to expand to MR6 for the proposed new
YMCA facility, and a petition to change from MR4 to MR6 for several
addresses.
Councilor Burnley commented that a Community Benefits Agreement
(CBA) is being negotiated for SomerNova. Councilor Scott asked that when
these items go before committee again, that the meeting be held as a
Committee of the Whole. He spoke about Allen Street in Ward 2, saying that
an IPOD would have been beneficial for that site, however, the developer
evicted the immigrant tenants living there in order to get the development
built. Councilor Davis noted that any development in the IPOD area would
need a special permit.

Conveying a proposal to increase the Community Preservation Act
surcharge.

Roberta Cameron, Community Preservation Act (CPA) Manager, gave
presentation on a proposed ballot question to increase the CPA surcharge
from 1.5% to 3% and explained how the CPA came about and what the
funds are used for., e.g., affordable housing, housing assistance programs,
open space, historic preservation. Since 2014, $24 million in local revenue
has been collected via the CPA. The surcharge increase is being sought
because:
·
funding requests exceed the available revenue,
·
there are urgent needs for affordable housing,
·
land and construction costs have increased, and
·
the increase would allow the city to take full advantage of available
tools.
The estimated 3% surcharge would amount to an increase of $38.03 to
$218.17 yearly, depending on the type of property, bringing the total
surcharge amounts to $76.06 to $436.35. Ms. Cameron noted that low
income property owners and low to moderate income seniors can apply
annually to be exempted from the CPA surcharge and that the exemptions
do not change under the proposed surcharge increase.
Councilor Wilson inquired if the Administration feels that there’s a better
chance of this ballot question passing by being presented at the same time as
ballot questions on the City Charter and debt exclusion for the high school.
Director of Intergovernmental Affairs Neha Singh replied that the
Administration wants to give residents the option of voting on the ballot
question. Councilor Burnley asked what steps the Administration is taking to

1) make sure the public understands what is being asked and the needs for
this change, and 2) make those who may qualify for exemption aware of
their ability to opt in. Ms. Cameron replied that there will be multiple
outreach efforts and engagement with the public, beginning next month, and
recruitment to fill vacant board positions. Councilor Sait asked if the
outreach will be in multiple languages and Ms. Cameron replied that it
would. Director Singh said that staff has been engaging with stakeholders to
ensure that this is a successful initiative and noted that there are some legal
restrictions on what municipal employees may do. Councilor Burnley
commented that asking people to tax themselves more money is a hard sell
and said that he believes that the CPA is important for the community.
Councilor Mbah asked how many exemptions have been granted in the past
and Ms. Cameron will try to get the information from the Assessing
Department. Councilor Scott noted that this item is only to allow the request
to appear on the ballot. He also commented that the proposed increase is
minor, and he’s surprised that the Administration isn’t pushing harder to get
it approved tonight. President Ewen-Campen clarified that there is nothing
to vote on since the item is only a memo. Councilor McLaughlin stated his
support for letting voters decide the question and said that it would be great
to have a charter reform question on the ballot, as well.

Councilor Strezo reported that the Recreation Department is operating 63
programs and that the Dilboy Pool is open and free. An Out of School Time
director has been hired. Over 130 children are being serviced weekly in the
city and there are 200 youths in the city’s summer jobs program. A Youth
Services Coordinator has been hired. The Somerville Free Food market is
held once per week in East Somerville. The Children's Cabinet also started
discussion about zoning with respect to making day care centers more
feasible.
Councilor Mbah asked if there are opportunities for all children to
participate in programs and Councilor Strezo said that was not discussed.
She suggested that Councilor Mbah reach out to the Director of
SomerPromise for an answer.

Councilor Burnley said the history of racialized stigma associated with this
product are anything but laughable and are deeply rooted in this country’s
history and connected to a system of racialized oppression and stigma that
has seeped into policy, even to today. He noted that in 2016, Massachusetts
voters passed a referendum to legalize cannabis for recreational and social
consumption, i.e., providing the ability for businesses to allow consumers to
partake in cannabis at an onsite location. Now, eight years later, not one
social consumption license has been issued in the Commonwealth.
Councilor Burnley commented that the Cannabis Control Commission
(CCC) has failed to move with urgency on this matter and treats this
substance with more restrictions than alcohol or cigarettes. The impact of
the CCC’s inaction is affecting local businesses that would like to have a
social consumptions license. He’s hoping to ask the CCC to work with the
city and its Licensing Commission to issue at least a single license so that
Somerville can be the Amsterdam of the Mystic.
Councilor Burnley sponsored Sam Kanter, owner of Dinner at Mary’s, to
speak. Ms. Canter said that about 4 years ago, Somerville, along with four
other communities, signed up for a pilot program to test social consumption
of cannabis. The CCC passed social consumption of cannabis about 18
months ago and no progress has been made since, and she is waiting for
social consumption to become a reality, saying that it could be beneficial to
the community.

Councilor Burnley informed the Council that there is a ballot question
initiative this year aimed at decriminalizing 5 naturally occurring
psychedelics and allowing for licensed facilities to offer guided therapies for
those psychedelics. It would also decriminalize a host of laws and allow for
possession of a small amount of these substances, cultivation and the giving
and gifting of the substances to people over the age of 21. In 2021, the City
Council passed a resolution de-prioritizing the arrest of individuals in
possession of psylocibin. Councilor Burnley stated that, in the midst of a
mental health crisis, we have a responsibility to make sure people have the
resources available to live their most healthy and safe lives.
Councilor Burnley sponsored Graham Moore to address the Council. Mr.
Moore, the Educational Outreach Director for the natural psychedelics ballot
measure campaign, told the Council that he has obsessive compulsive
disorder and suffers from the trauma of his best friend’s death by suicide. He
noted that the suicide rate in MA is nearly the same as it was 10 years ago,
as is the difficulty in finding adequate care. People in MA suffering from life
threatening and debilitating disorders desperately need and deserve more
options, and this act will provide that. Mr. Moore said that every substance
in the measure has demonstrated therapeutic value and has been well
tolerated in clinical trials, adding that legal access to these substances has
never been observed to harm public health. He ended his remarks by saying
that he’s optimistic that healing can be brought to people in the rest of the
state.

Jarred Johnson, Executive Director of from Transit Matters, stated that since
this line began, it has experienced reliability issues, signage issues and
operated express runs without advanced warning to the riding public. He
asked the City Council to investigate the situation. He also noted that the
MBTA’s published schedule for this line bears no resemblance to the actual
cadence of trains and that delays in excess of 45 minutes are being
experienced. President Ewen-Campen noted that additional information on
this matter is attached to this item.
