Report of the Committee on Equity, Gender, Seniors, Families and
Vulnerable Populations, meeting on April 16, 2025.

Councilor Strezo summarized the actions taken by the committee and
reported that the potential for instituting a girls intramural hockey program,
which she considers to be a gender equity issue, was discussed. The
committee also received an update on crossing guard staffing and Councilor
Strezo reported that of the 57 positions funded, 35 are currently filled and 10
are in the process of being filled. The committee was informed that retention
is not a problem, but recruitment is. The committee also received an update
on the city’s Guaranteed Basic Income program.

reported that 3 public hearings were held regarding proposed amendments to
the Code of Ordinances as follows: 1) to allow dormers as of right, 2) to

remove conflicts with the state building code for sustainability issues and 3)
to waive egress dimensional standards for certain projects. Councilor
Burnley asked if the issue of roof heights was discussed and Councilor
McLaughlin commented that it’s unlikely to be an issue in the proposed
districts. Councilor Sait noted that the issue was addressed in NR and UR by
the amendment.

Maintenance, meeting on April 14, 2025.

Councilor Davis summarized the actions taken by the committee and
reported that most of the meeting was dedicated to discussing the closing of
the Ginny Smithers Pool at the Kennedy School. Councilor Davis reported
that the cause of the chemical imbalance is unknown and that the pool has
been drained, thoroughly cleaned, refilled, and had modifications made to
the filtration system however, it still remains closed (according to the
Recreation Department’s website). Part of the discussion centered around
communication efforts to keep the public informed. Councilor Davis
commented that all parties involved felt frustrated and acknowledged that
the situation was unacceptable.

Director Speliotis introduced Ceara Somerville, a Senior Research Associate
at UMass Boston’s Center for Social and Demographic Research on Aging,
to speak on the needs of older adults. Ms. Somerville spoke about the
diversity of cultures in the city and explained that data was collected and
analyzed from various sources to create a demographic profile of the city.
She reviewed the key fundings and recommendations, e.g., the need to
increase awareness of the Council on Aging (COA) and who it serves,
expanding programs and services offered to reach a broader segment of

residents, addressing short-term space needs and planning for long-term
space needs. Ms. Somerville also spoke about aging in Somerville and the
need to make it accessible for everyone, to continue efforts to support aging
in place, to increase communication and facilitate new approaches to address
financial security, to enhance direct support for caregivers, to promote
education and awareness of caregiving experiences, to mobilize to combat
social isolation, to expand strategies to empower older adults, and to have
more awareness of the diversity of aging experiences.
Asked about space considerations, Director Speliotis said that the COA is
renting space at the Dilboy Post to meet the demand. Councilor Strezo spoke
about the concept of a coupon and/or warehouse club program as a means to
assist with food insecurity and asked if there is an appetite to explore the
creation of solutions to the next level. Director Speliotis replied that these
are works in progress and are being tested to see what the needs and
responses are. Councilor Strezo also spoke about the possibility of having
community partners help by permitting residents to use their employee buses
for transportation to grocery stores, etc.
Councilor Sait asked about access to the COA newsletter and how outreach
is being expanded, and Director Speliotis explained the various approaches
being taken. Councilor Sait also asked if space at SHS was being considered
and the Director said it’s one of many options, however, an inquiry has not
been made yet due to the logistics of COA programming. Finally, Councilor
Sait, noting that many of the things presented by Ms. Somerville are already
being done by the city, asked what new information was learned from the
report and Ms. Somerville replied that the financial insecurity information
was a striking finding. Councilor Scott asked about expansion of the SHA
and Ms. Somerville noted that no specific recommendation was offered.
A detailed presentation will be made at the COA on May 23.

Director Satin-Hernandez reviewed the ARPA timeline and noted that all
funds must be expended by December 31, 2026. She reviewed the workflow
for managing the funds from launch to measurement evaluations and said

that 144 projects were undertaken and that more than 80% of the funds have
been spent. Currently, staff are monitoring the spending down of the
remaining projects, monitoring federal guidance, and collecting/evaluating
data. The next steps to be taken will include the treasury compliance review,
communication, and evaluation of project outcomes.
Councilor Wilson asked if the city is still confident that unspent funds won’t
be clawed back by the federal government and the Director stated that claw
back was always expected, but the city did things by the rules and met all
requirements available at the time. If, however, treasury changes the rules,
then the city would have to deal with that. Councilor Wilson also inquired
about Flex ARPA funds used for rental assistance and the Director
explained that those funds have been moved to stable funding.

reading it into the record. President Pineda Neufeld then explained the

Councilors objected to allowing Councilor Burnley to continue and to
sponsor a speaker. There were no objections. Councilor Burnley sponsored
Nayan Sapers, a Harvard student, to address the Council on the matter.
Nayan Sapers spoke about the importance of having this training taught in
high schools and noted that MA is one of nine states in the country that does
not have a mandate to do so, and asked that the City Council support
passage of the proposed legislation mentioned in the Resolution.
