City of Somerville, Massachusetts City Council Licenses and Permits Committee Meeting Minutes 6:00 PM Wednesday, November 12, 2025 This meeting was held via Zoom and was called to order by Chair Burnley at 6:03 pm and adjourned at 6:14pm on a roll call vote of 2 in favor (Councilors Davis and Burnley), 0 opposed, and 1 absent (Councilor Clingan). Others Present: John Doyle - Assistant City Clerk Roll Call City Councilor At Large Willie Burnley Jr. and Ward Six City Councilor Lance L. Davis Present: Ward Four City Councilor Jesse Clingan Absent: 1. Approval of the Minutes of the Licenses and Permits Committee Meeting of October 8, 2025. Committee Minutes (ID # 25-1577) ACCEPTED RESULT: City Councilor At Large Burnley Jr. and Ward Six City Councilor Davis AYE: Ward Four City Councilor Clingan ABSENT: 2. Comcast applying for a Grant of Location to install a total of 49 feet of conduit in Houghton Street, from Utility Pole 174/1 to a point of pickup at 121 Prospect Street. Grant of Location (ID # 25-1529) Chair Burnley sponsored Lisa White, resident of 4 Houghton Street, to speak on the item. The resident voiced her opposition to this item. She explained that she is unhappy with the need for Houghton Street to be dug up and re-paved. The resident is frustrated as to why Prospect Street does not need underground conduit, and Houghton Street does. Chair Burnley asked if anyone from Comcast was in attendance to speak on this item, to which no one from Comcast identified themselves as being in attendance. Councilor Davis expressed his desire to keep this in Committee until Comcast can speak on this matter. Councilor Scott was sponsored by the Chair and voiced his frustration that Comcast did not attend this meeting. Councilor Scott stated that he is also frustrated with needing Houghton Street, which was recently re-paved, to be dug up. Councilor Scott stated his reluctance to the Committee voting on this item until Comcast can speak on it, and until then would be in favor Page 1 of 2

Chair Burnley also stated he is in favor to leave this in Committee until Comcast can speak more to this item and better explain to the neighbors of Houghton Street what the impacts and timeline will be.
