City of Somerville, Massachusetts City Council Licenses and Permits Committee Meeting Minutes 6:00 PM Wednesday, February 11, 2026 This meeting was held via Zoom and was called to order by Chair Hardt at 6:01 p.m. and adjourned at 6:19 p.m. on a Roll Call Vote: 3 in favor (Councilors Davis, Wheeler, Hardt), 0 opposed, 0 absent. Others present: Michael Potere – Assistant City Clerk. Roll Call Ward Six City Councilor Lance L. Davis, City Councilor At Large Ben Wheeler and Ward Seven City Councilor Emily Hardt Present: 1. Approval of the Minutes of the Licenses and Permits Committee Meeting of January 21, 2026. Committee Minutes (ID # 26-0143) ACCEPTED RESULT: Ward Six City Councilor Davis, City Councilor At Large Wheeler and Ward Seven City Councilor Hardt AYE: 2. Public Hearing 2.1. New Used Car Dealer Class 2 License, USA Auto Hub, 61 Prospect Street, 15 vehicles outside, Mon-Fri: 9am-7pm, Sat: 9am-3pm, Sun: closed. License (ID # 26-0115) Chair Hardt stated that a public hearing notice was not advertised in advance of this meeting, and therefore a public hearing on this item could not take place until this Committee's next meeting. Gilvan Costa, the applicant, appeared before the Committee and explained that they are the new owner of the business but are not making any changes other than to change the name for marketing purposes. Chair Hardt asked if the applicant has any other businesses in other cities, who replied that they have an auto body shop in Weymouth called South Shop Prime Collision, and that it has strong customer service reviews, and added that they are a Somerville resident of ten years. KEPT IN COMMITTEE RESULT: 3. Eversource applying for a Grant of Location to install a total of 38 feet of conduit in Warwick Street, from Utility Pole 357/3 to a point of pickup at 16 Warwick Street. Licenses and Permits Committee Meeting Minutes February 11, 2026 Chair Hardt noted that this item was carried over from a previous meeting and that a public hearing has previously taken place. Jacqueline Duffy, representing Eversource, explained that the concerns raised by the abutter have been addressed, and that Eversource has agreed to replace the pole in question and use the existing risers to place the conduit, as those risers are not currently being used. Chair Hardt sponsored Ward Five City Councilor Naima Sait to speak, who expressed support for this item now that the abutter’s concerns have been addressed. Chair Hardt moved to condition the license: That a new pole is installed and that the existing risers be used for the new conduit. The motion was approved on a roll call vote of 3 in favor (Councilors Davis, Wheeler, Hardt), 0 opposed. RECOMMENDED TO BE APPROVED WITH CONDITIONS RESULT: Page 2 of 2
