City of Somerville, Massachusetts City Council Licenses and Permits Committee Meeting Minutes 6:00 PM Wednesday, March 11, 2026 This meeting was held via Zoom and was called to order by Chair Hardt at 6:01 pm and adjourned at 6:36 pm on a roll call vote of 3 in favor (Councilors Davis, Wheeler, and Hardt), 0 absent. Others present: Madalyn Letellier - Assistant City Clerk, Legislative Services. Roll Call Ward Six City Councilor Lance L. Davis, City Councilor At Large Ben Wheeler and Ward Seven City Councilor Emily Hardt Present: 1. Approval of the Minutes of the Licenses and Permits Committee Meeting of February 25, 2026. Committee Minutes (ID # 26-0296) ACCEPTED RESULT: Ward Six City Councilor Davis, City Councilor At Large Wheeler and Ward Seven City Councilor Hardt AYE: 2. Eversource applying for a Grant of Location to install a total of 62 feet of conduit in Ivaloo Street, from Utility Pole 179/5 to a point of pickup at 38 Ivaloo Street. Grant of Location (ID # 26-0181) Jacqueline Duffy from Eversource was present to speak on the item and stated RCN and then Verizon need to remove wires before Eversource can add a utility pole. Ms. Duffy clarified the low wires are for communications and are most likely from RCN, Comcast, or Verizon. Councilor Wheeler asked for a recap on the item and its history. Chair Hardt explained this item was kept in committee due to double poles and hanging wires on Ivaloo Street with the hopes of those issues being addressed before approving this item. Chair Hardt sponsored Ivaloo Street resident, Chris Dwan, to speak on this item. Mr. Dwan made a request of Eversource to address the double poles and hanging wires. Ms. Duffy made the commitment to take these issues back to Eversource and see what could be accomplished for the residents of Ivaloo Street. Councilor Davis acknowledged the issue of double poles has been ongoing for some time on the full Council level and there has been past investigation to what can be done on the city level to address left wires. Licenses and Permits Committee Meeting Minutes March 11, 2026 stated it is an issue worth raising again at the Council level with an item that is specific to double poles and downed wires where all utility companies can be part of the conversation. A condition was placed on the item, due to safety concerns, that Eversource make a formal evalution of the poles and lines on Ivaloo and submitting a written report of their findings. Councilor Hardt moved to condition the license: That Eversource make a formal evaluation of the poles and lines on Ivaloo and submitting a written report of their findings. The motion was approved on a roll call vote of 3 in favor (Councilors Davis, Wheeler, Hardt), 0 opposed. RECOMMENDED TO BE APPROVED WITH CONDITIONS RESULT: Ward Six City Councilor Davis, City Councilor At Large Wheeler and Ward Seven City Councilor Hardt AYE: Page 2 of 2
