City of Somerville, Massachusetts City Council Licenses and Permits Committee Meeting Minutes 6:00 PM Wednesday, March 25, 2026 This meeting was held via Zoom and was called to order by Chair Hardt at 6:00 p.m. and adjourned at 6:14 p.m. on a Roll Call Vote of 3 in favor (Councilors Davis, Wheeler, Hardt), 0 opposed. Others present: Michael Potere – Assistant City Clerk. Roll Call Ward Six City Councilor Lance L. Davis, City Councilor At Large Ben Wheeler and Ward Seven City Councilor Emily Hardt Present: 1. Approval of the Minutes of the Licenses and Permits Committee Meeting of March 11, 2026. Committee Minutes (ID # 26-0376) ACCEPTED RESULT: Ward Six City Councilor Davis, City Councilor At Large Wheeler and Ward Seven City Councilor Hardt AYE: 2. Eversource applying for a Grant of Location to install 6 feet of conduit in Line Street, from Utility Pole 211/7 to a point of pickup at 62 Line Street. Grant of Location (ID # 26-0311) Jacqueline Duffy, the applicant representing Eversource, stated that this item was sent to this Committee due to a double-pole (211/6) adjacent to the one that is the subject of this application, (211/7), and that the next wires to be removed from that pole (211/6) to service it belong to RCN. Chair Hardt replied that she spoke to RCN, and that those lines have been removed. Representative Duffy stated in response that Eversource would send someone to check the pole tomorrow to see if there are any wires left on that pole, and if so, who would be next on the NJUNS list to remove them. Councilor Davis asked for clarification regarding the NJUNS list and its use, and Representative Duffy replied that it is a list shared among utility companies that allows them to identify double-poles and coordinate their removal. Councilor Davis asked if the city has access to the NJUNS list, and Representative Duffy replied that she did not know, but would confirm and send an email shortly. Councilor Davis asked Assistant City Clerk Potere if it would be appropriate to condition this item on the removal of an adjacent pole (211/6), who replied that enforceability of the condition would need to come from an opinion from the Law Department. The motion was approved on a roll call vote of 3 in favor (Davis, Wheeler, Hardt), 0 opposed. RECOMMENDED TO BE APPROVED WITH CONDITIONS RESULT: Ward Six City Councilor Davis, City Councilor At Large Wheeler and Ward Seven City Councilor Hardt AYE: 3. Eversource applying for a Grant of Location to install 5 feet of conduit in Heath Street, from Utility Pole 165/13 to a point of pickup at 16 Edgar Avenue. Grant of Location (ID # 26-0308) Chair Hardt stated that this item was referred to this Committee because the proposed work is located near the Healy Elementary School and there could be interruptions to the school’s drop-off traffic if it is conducted near the time students are scheduled to arrive. Chair Hardt asked if it would be possible to restrict the work associated with this item to after 8:00 a.m. or 9:00 a.m. in the morning, and Jacqueline Duffy, the applicant representing Eversource, replied that that would be fine, and added that work could be completed during school hours to prevent traffic congestion. Councilor Davis asked if the applicant would accept this restriction as a condition on the license itself, and Representative Duffy replied that they would. Chair Hardt moved to condition the license: That construction for this item take place beginning at 8:30 a.m. or later. The motion was approved on a roll call vote of 3 in favor (Davis, Wheeler, Hardt), 0 opposed.
