City of Somerville, Massachusetts City Council Licenses and Permits Committee Meeting Minutes 6:00 PM Wednesday, April 8, 2026 This meeting was held via Zoom and was called to order by Chair Hardt at 6:00 p.m. and adjourned at 6:07 p.m. on a Roll Call Vote of 3 in favor (Councilors Davis, Wheeler, Hardt), 0 opposed. Approval of the Minutes of the Licenses and Permits Committee Meeting of March 25, 2026. Committee Minutes (ID # 26-0505) ACCEPTED RESULT: Ward Six City Councilor Davis, City Councilor At Large Wheeler and Ward Seven City Councilor Hardt AYE: Public Hearing 2. New Used Car Dealer Class 2 License, Xeluxe AutoGroup, 20 Cummings Street, 0 vehicles inside, 45 vehicles outside, Mon-Fri: 8AM-6PM, Sat: 8AM-2PM, Sun: closed. License (ID # 26-0461) Alan Xie, the applicant, explained that this application is to add used car sales to their existing car rental business, to expand their business without needing to expand the size of their location. Councilor Wheeler asked if the 45 vehicle spaces requested in the application would all be on the applicant’s property, and not in the public way, which the applicant confirmed, and added that they currently have 93 vehicles in their rental fleet, but they are never on the property at the same time because they are always being rented, leaving open spaces for their used car inventory. Chair Hardt asked how long the applicant has been in the car rental business, who replied since 2024. Chair Hardt asked if the applicant has had any complaints regarding their car rental business, who replied they have not, and that they have the highest ranking in New England as a vendor for the Turo car rental service.
