Mayor’s ARPA Advisory Committee Met for 5 weeks: August 24th through September 21st Task: Identify and create a Values and Funding Priorities statement that would guide the City in allocating the remaining ARPA funds MAPC and City Staff facilitated; aimed for a flexible process that could be adjusted based on the committee’s concerns, ideas, and interests 14 members from diverse backgrounds, similar makeup to Census data for Somerville: students, seniors, parents, immigrants, renters, homeowners, and more
Community Values Projects proposed for ARPA funding must demonstrate that they adhere to the following values: Equity Long-term or permanent impact on the community Funding activities that are important and without other sources of funding Being evidence-based and data-driven Projects proposed for ARPA funding in Somerville are not required to adhere to the following values, but will receive additional preference if they demonstrate that they adhere to the following values: Collaboration Community cohesion
Funding Priorities Each topic should receive at least some funding, with the full group of high-priority topics receiving no less than 60% and no more than 80% of the remaining funds: Housing Infrastructure Youth and Education Economic Development The remaining funds should go toward projects in the following topic areas, not in any particular order: Near-term direct service Behavioral health services Cost of living affordability Improving City services Community programming Community cohesion Climate and environment

Funding Tranches Current request is for second tranche of funding Treasury provided first half in spring 2021 This was comprised of the direct allocation + county allocation Second half provided not less than 12 months later Second portion of direct allocation + county allocation Single funding source, with same rules, regulations & restrictions
