All candidates for promotion within the Fire Department were interviewed by the committee.

198252: Assistant City Solicitor responding to legal questions raised about the appointment
of Constables.
Deputy Chief Carrabino suggested that constable licenses should be limited to Somerville
residents. Presently, there are 29 constables operating Somerville with only 7 being Somerville
residents. Mr. Grossfield listed a number of municipalities that have either a residency or
reciprocity requirement. The City of Cambridge has a distinction between the power to arrest or
not in their ordinance for constables. Alderman Heuston likes the ordinances held by Boston and
Cambridge and discussed how Somerville might be liable for those Somerville appointed
constables who may go to other communities. Alderman Heuston would some language added
to the draft ordinance giving the committee the ability to deny appointments. Additional changes
were made to the draft ordinance.

198484: Requesting the re-appointment of Robert Sweeney as Constable.
Mr. Sweeney appeared along with the person of the moving company he used for the previous
incident in question. Mr. Long reported that he spoke with the landlord, who could not attend
tonight's committee meeting. Mr. Grossfield spoke about the actions from the previous meeting.
Mr. Applegard, from the eviction moving company, recounted the events of the day in question.
The question was asked if there were any outstanding complaints against Constable Sweeney and
the response was that there are none. A motion was made to approve Mr. Sweeney as a
Constable for the remainder of the year.

198524: Requesting a review of Edwin Torres' Constable License.
The committee voted to go into Executive Session to discuss this matter. No votes were taken in
Executive Session.
The committee approved the revocation of Mr. Torres' Constable license.

NOT APPROVED
199626: Requesting the promotion of Christopher Major to Deputy Chief in the Fire
Department.
Mr. Major will be in charge of the Fire Department’s training programs.
RESULT:
APPROVED
199627: Requesting the promotion of Matthew Wall to District Chief in the Fire
Department.
Mr. Wall will be responsible for Central Street West.

APPROVED
199628: Requesting the promotion of Thomas Gorman to Captain in the Fire Department.
Mr. Gorman will have responsibility for an entire unit as well as the upkeep and maintenance of
the apparatus.
