199449: New Mobile Food Vendor, Dino's Market.
Mr. Soloman Mezgebu, the proprietor of Dino’s Market, appeared before the committee. The
application was signed off by the city’s Traffic and Parking Department, however, the committee
requested additional information before making a decision on the license. Alderman Heuston
requested a list of items that would be sold by the vendor along with a picture of the truck.

199794: Joe Centrella requesting to appear before this Board regarding the Garage License
issued to Mass Inspection, 712 Mystic Ave.
Resident Joe Centrella addressed the committee regarding his objection to allowing the use of a
lift at Mass Inspection, located at 712 Mystic Avenue. He referenced BOA Item #199450 and
submitted a copy of it with his notations. He is concerned with the noise associated with the lift.
The current and former owners of the business were also present. The current owner wants to
make sure that all of the neighbors are happy with the way his business operates and he
explained that the lift is important to the business as it is used to investigate, more thoroughly,
the condition of vehicles. The former owner stated that the lift was always there and that he
never had a complaint about it during the 33 years that he owned the business.
Alderman Heuston stated that she asked personnel at a local inspection station if they use a lift
and was told that they perform hundreds of inspections without the use of a lift. She believes
there is a problem with the layering of the used car license over the garage license, pointing out
that there is no separate category solely for inspections.

199945: Submitted by Lightower Fiber Network to install 533 feet of conduit from
Eversource Manhole 2580 in Grove St near Kenney Park, along Grove St then along the
Community Path, to a point of pickup at 48 Grove St.
Three documents regarding this item were distributed at the meeting, one of which was a
blueprint from Lightower Fiber Networks for the proposed conduit installations.

199946: Submitted by Two Squares LLC to install 8 feet of conduit in Prospect St from
Pole 291/13 to a point of pickup at 211 Tremont St.
Bart Bussink appeared before the committee. A document containing part of the master deed for
Two Squares Condominium.

200007: Renewing Garage License Application, Mass Inspection, 712 Mystic Ave.
The previously granted 60 day time period, during which use of the lift was permitted, has
expired. Chairman Sullivan noted that there have not been any issues during the 60 day license
period. It was noted that the owner currently has a trailer on the back side of the property.
Alderman Lafuente is in agreement with Alderman Heuston’s recommendation to grant a 6
month license that allows for light repair work to be performed.
Alderman Heuston’s motion, that the Supervisor of Inspectional Services periodically visit the
business located at 712 Mystic Avenue to ensure that no major car repairs are being
performed at that location, was approved.
Alderman Heuston’s motion, that the Supervisor of Inspectional Services inspect the property
located at 708 Mystic Avenue for proper upkeep and determine whether the trailer parked
there is permitted on the property, was approved.
