Approval of the September 22, 2015 Minutes RESULT: ACCEPTED 199100: That this Board supports the efforts of the Logan Community Advisory Committee and requests that the FAA re-examine its Runway 33L policies to reduce noise complaints. RESULT: KEPT IN COMMITTEE 199099: Relaying the final report of the BU study regarding the impact of Logan air traffic on our community. RESULT: WORK COMPLETED

Public Health and Public Safety Committee Page 2 of 3 Printed 10/9/2015 198956: That the Administration develop with this Board a strategy to analyze the increasing use of Runway 33L at Logan Airport and document the adverse noise impacts. Mr. Wright spoke about the city’s involvement in deterring runway construction and reported that the city spent $170,000 in that unsuccessful effort. Mr. Boukili discussed how the Administration can try to control air traffic noise and said that people should be told the truth, i.e., that it is difficult to change the air traffic pattern. Ms. Stewart discussed usage on runway 33L and noted that the city does not have access to all of the data, but is working with Mr. Zamore to obtain it. Mr. Zamore discussed the cause of the shift in runway traffic, the volume of departures, federal regulations, decibel levels and other citied dealing with similar challenges. He stated that planes will continue to fly over Somerville under the current flight patterns and said that a regional effort is necessary that stresses health issues. He also noted that air traffic is not regulated by the EPA. Alderman Rossetti’s motion that the Administration update the Committee on Public Health and Public Safety, during the first week of every month, on the progress of gathering data as it relates to Logan Airport Runway 33L and that the city engage Mr. Wig Zamore and communicate with officials from the City of Cambridge and other communities, was approved. The committee discussed noise monitors, specifically, how to get and operate them. Alderman Rossetti submitted six statements from constituents, (See attachment “Air Traffic Comments - Combined”). Betsy Boward and Michael Wiser gave testimony on the issue. RESULT: KEPT IN COMMITTEE 199850: That the Administration consider the attached Policy Order recently adopted by Cambridge for air traffic noise pollution, and report back to this Board at its next meeting. RESULT: WORK COMPLETED 199522: That the Administration examine safety services at Assembly Row, in light of the previously unanticipated development of Partner’s Health Care and Hotel, and report back to this Board by September, 2015. RESULT: WORK COMPLETED 199723: That the Director of SPCD work with the Police Department to develop a bicycle safety campaign. The committee heard from Deputy Chief Carabino and Brad Rosen regarding educational campaigns, funding and data collection. Alderman Rossetti requested that a listing of all current ordinances regarding bicycles be provided.

RESULT: WORK COMPLETED 198097: That the Director of SPCD update this Board on its public education campaign concerning appropriate bicycling in central business districts. RESULT: KEPT IN COMMITTEE
