July 17, 2015 Dear Mayor Curtatone, At the July 9, 2015 BoA meeting a resolution by Alderman Neidergang passed unanimously, "That the administration request federal realty investment trust to provide the wages, hours, and residency of everyone employed at the parcel 6 site." Attached (and copied below) is some suggested language for making the request and the specific data on wages, hours, and residency that is important to obtain in order to evaluate the quality of the jobs at Parcel 6. On behalf of Good Jobs Somerville, we deeply appreciate the efforts by the Board of Aldermen and the city Administration to obtain this important information. We look forward to learning of Federal Realty's response regarding the provision of this data on jobs at Parcel 6 to the community. Sincerely, Rand Wilson [email removed] [phone removed] ----------------------------------------------------------------------------------------------------------- As reflected in the Commonwealth’s District Improvement Financing (DIF) regulations, there is a strong public interest in the creation of jobs and in the "wages and benefits associated with such jobs" on development projects that are subsidized by the public through substantial tax relief. 402 CMR Section 3.08(3)(b)(10). Based on information presumably provided by FRIT, the DIF application the City submitted in connection with this project states that the Assembly Row project "is expected to generate an estimated … 10,300 construction jobs" (application at page 21). Accordingly, in order to assist the Board of Aldermen in evaluating the extent to which this development project is meeting its goals during the construction phase, and the extent of the benefit the project is providing to the people who ultimately are providing the tax relief that is subsidizing this project, the residents of Somerville, please provide the following information on a monthly basis: 1. The name and address of each of the contractors and subcontractors of any tier that perform any construction work on the project, indicating for each: · The name and policy number of the workers compensation insurance covering those working on the project.

· Whether it ever has been debarred from working on public construction projects by the federal government or any state for any period of time. · Whether it ever has been found by any governmental agency to have failed to comply with any prevailing wage rate requirement or any other form of wage and hour law, or to have misclassified its employees as independent contractors, or to have failed to remit employee income tax withholdings or employer payroll taxes when due. 2. The names and addresses of the employees and others engaged by each of those contractors and subcontractors of any tier to perform construction work on the project, indicating for each: · Their trade classification. · Their employee, independent contractor, or other status. · Their wages (both the individual's wage rate and the total gross amount paid to the individual during the reporting period). · The nature of the benefits received for their work on the project (i.e., retirement, health, vacation time, sick time, and any other).
