PROPOSED AMENDMENT TO RULES 23 AND 39
ORIGINAL RULES WITH RED-LINED AMENDMENTS
Rule 23. The president shall annually, as soon after the organization of the board as may be convenient,
appoint the members to the following standing committees, and any special committees he/she may
choose to create. The president may, at any time, change the membership of any committee. The president
shall not serve as chair or vice chair of any standing committee. The president and vice president shall be
members of the committees on finance and legislative matters.

Rule 39. Appointments and reappointments subject to confirmation and personnel matters shall, upon
receipt by the board, be referred to the committee on confirmation of appointments and personnel matters
unless a motion to approve without referral to committee is approved by two thirds of the entire
membership.
