Document List: • Vehicle Summary (with 200616) • LaRouche Letter (with 200829) • Eclipse Letter (with 200913 & 200914) Approval of the February 10, 2016 Minutes RESULT: ACCEPTED Public Hearing - 200738 - Cuisine En Locale The applicant discussed the business and said that it offers brunch (at 11:00 AM), catering and a location for weddings and receptions, and that the addition of the pool tables would enhance the business. Several neighbors spoke in favor of the petition and said that the business was a great neighbor. Public Hearing - 200911 - Partners Health Care Mr. Jay Phillips appeared on behalf of Partners Health Care and stated that the business would operate, for the most part, during typical work hours on Mondays through Fridays. Alderman Connolly asked about the expectations of daytime traffic.

Neighbor Larry Cardina stated the applicant is a good neighbor, a good businessman and an honest person. Thomas Champion stated he has known the applicant for over a decade and is impressed with him, adding that the applicant became a citizen in 2006. Mr. Champion stated the applicant has built the American dream. Alderman Heuston expressed some concerns about having another used car lot in the city, especially in her ward. Public Hearing - 200913 - Keolis Commuter Services Mr. Long read an email from the applicant, who was not in attendance at this meeting, and reported that the applicant has completed all of the necessary forms. The Fire Prevention unit has not signed off on the application. Mr. Long noted that the applicant had been licensed before. Mr. Long noted that the applicant had been licensed before. 200454: That the Supervisor of Inspectional Services ascertain the appropriate number of vehicles to be stored on the lot at 161 Broadway so as not to impair public safety. Mr. Smiljic was not able to attend this meeting. Chairman Sullivan would like the Ward 1 Alderman to attend the next meeting of the committee to discuss his concerns about cars being on the sidewalk. RESULT: KEPT IN COMMITTEE 200616: Amending Used Car Dealers License Class 2, Alewife Automotive, 395 Alewife Brook Pkwy, increasing to 5 cars outside. The applicant requested to increase the number of cars that may be parked outside to five. The Inspectional Services Department provided Chairman Sullivan with a list showing the number of cars outside the establishment on various days. The list showed the establishment was over the number of cars allowed by the permit. There was a discussion regarding the applicant’s lot in Arlington, for which he has a license to store 76 vehicles. The applicant has not been in compliance with the existing license for the last three years. Chairman Sullivan suggested keeping this in item committee for 6 months and to have ISD continue monitoring this location. The item will be revisited in the fall. Alderman Heuston’s motion that the business be fined for every day it is over the permitted number of vehicles, in violation of their permit, was approved.

RESULT: APPROVED 200829: Public Event Permit, LaRouche Literature Table, citywide, Mar 3-Sep 3, various times. The applicant appeared before the committee and explained that the organization is a political action committee and conducts public forums on public sidewalks utilizing literature and signs to discuss matters of concern. The applicant was under the impression that the permit was declined without a reason and stated that the courts do not require them to have a permit. However, the applicant is happy to apply for a permit to be in compliance with the city. Chairman Sullivan explained that the permit was not declined, but rather there were questions from the committee about accessibility at various locations. Chairman Sullivan stated that some of the previous locations were not safe enough because of driveways and entrances. Alderman Connolly said it would be helpful to know when they are going to be at certain locations in order to alleviate congestion in an area that may already be busy on a given day. According to applicant, the frequency will be 1 or 2 times a month, with a large portion of the time being 10 AM to 5 PM. RESULT: APPROVED 200913: New Flammables License, Keolis Commuter Services, 23R Innerbelt Rd, 3,400 gallons. RESULT: APPROVED 200914: New Flammables License, Keolis Commuter Services, 132 Washington St, 4,275 gallons. RESULT: APPROVED
