Charles Femino
Chief of Police
To:
The Honorable City Council
From: Chief Charles Femino
Meredith Willis, Senior Crime Analyst
RE:
SPD response to Order 213247: That the Chief of Police provide this Council, in writing, data from
FY 2021 for all traffic citations, outcomes of those citations, and any collected demographic data.
Date: September 19, 2022
Below is the data requested from the Honorable City Council. In review of outcome data, the department
identified some electronic data entry errors. As such, the data should be considered an estimate. The
Department is reviewing the process so that going forward, SPD’s electronic records management system
reflects all information from the physical citations. Note that SPD’s physical citations are mailed to the
RMV which maintains its own official records that drive the citation process. SPD’s electronic citation data
is for unofficial reporting only.

OUTCOMES
A citation may include multiple violations and each violation may be assigned either a warning or financial
penalty. Consequently, in some cases, a violator will receive both a financial penalty and a warning. If an
individual received any financial penalty, they will be represented in the financial penalty category.
