The meeting took place in the Aldermen’s Chamber and was called to order at 6:15 PM by
Alderman Lafuente and adjourned at 9:40 PM.

FY-17 departmental budget review
Police, E-911, Animal Control
Chief Fallon stated that the SPD responded to 36,000 calls during FY-16 and has secured
federal funding in the amount of $250,000 to establish (over the next 3 fiscal years) a rapid
response unit. He also addressed other programs within the department, including
S.T.E.P.S., K-9 training, Active Shooter training, COHR, Park Walk and Talk and the
opening of a Sub Station in Assembly Row.

Fire, Fire Alarm, Emergency Management
Chief Sullivan reviewed the staffing of the SFD and spoke about various programs
conducted by the department. Alderman Rossetti asked about services for Assembly Square
and Chief Sullivan replied that it is scheduled to be discussed in the near future.
Traffic and Parking
(Alderman Sullivan recused himself from all discussion about this department.)
Ms. Rinfret reviewed her department’s budget and responded to questions regarding ART.
14 petitions submitted by residents. Alderman Niedergang spoke about the lack of speed
bumps in the city.
Information Technology
Mr. Desmond reviewed the accomplishments of the IT Department.

Ms. Taylor reviewed the budget for this department.
Constituent Services (311)

Mr. Craig reviewed his department’s accomplishments and budget request. He reported that
a new system implementation will now allow residents to track their requests on their
phones in real time.

Mr. Taylor reviewed the budget for this department.
Requests for information:
• Alderman Ballantyne (Police) asked for data on domestic violence and its correlation to
more violent crimes.
• Alderman White asked (Police) to subtract motor vehicle thefts from the statistic of
property offenses.
• Alderman White asked (T&P) for an accounting of resident parking permit fees.
• Alderman White asked (T&P) for an accounting of parking fines issued during FY-16.
• Alderman White asked (T&P) for an accounting of parking meter revenue during FY-16.
• Mr. Mastrobuoni will provide a list of all union positions covered under salary
contingency.
• Alderman White asked (IT) for a breakdown of all positions not listed in the budget book
along with a reason why they aren’t listed.
• Alderman Ballantyne (IT) asked for an update on the projected savings resulting from the
implementation of the MUNIS software.

• Alderman Ballantyne asked (IT) to provide the names, titles and departments of all city
employees issued cell phones and/or devices, noting what type of device each person has.
