Document List: None FY-17 departmental budget review: Revolving Funds (Alderman Rossetti recused herself from all discussions regarding the Cable Telecommunication revolving fund and the Planning and Zoning revolving fund.) Representatives from each department spoke about their respective revolving funds. Parks & Recreation Ms. Lathan spoke about the departments’ budget requests and spoke about the proposal to re-align maintenance of the city’s fields from the DPW to Parks & Recreation. Members asked several questions about plans for how the maintenance will be performed and how

Chairman Lafuente expressed dismay that the re-alignment was not made in consultation with the Board of Aldermen and he feels that the plans for maintaining the fields are not comprehensive. Aldermen Heuston and Rossetti agreed that the plan is not comprehensive and that the stated manpower might not be enough to get the job done satisfactorily. Alderman Niedergang said that he believes the information presented by Ms. Lathan is adequate and that he fully supports the budget as presented. Alderman Davis spoke about the poor condition of the fields and said that the city can’t afford to wait to get it right. Enterprise Funds Ms. Lathan spoke about the enterprise funds for the ice rinks and Dilboy Field. OSPCD – Administration Mr. Glavin and Alan Inacio spoke about this portion of the budget OSPCD - Planning and Zoning (Alderman Rossetti recused herself from all discussions regarding OSPCD - Planning and Zoning.) Mr. Proakis spoke about this portion of the budget. OSPCD – Housing Mr. Feloney spoke about this portion of the budget. OSPCD - Economic Development Mr. Glavin spoke about this portion of the budget. OSPCD - Transportation and Infrastructure Mr. Rawson spoke about this portion of the budget. Requests for information: • Alderman Rossetti asked (Recreation) for a breakdown of the “salary stipend” for the past 3 fiscal years. • Alderman White asked (Recreation) for a breakdown of the Professional & Technical Services line. • Alderman Ballantyne asked (Mr. Mastrobuoni) that the Professional & Technical Services line for Field Maintenance be reworded for clarity. • Alderman White asked (Mr. Snyder) to provide clarity for why the administration is seeking to place field maintenance under the Recreation Department and how it would improve the maintenance of the city’s fields, as well as how resources and personnel would be deployed. • Alderman White asked (Recreation) to provide information from similar communities that have field maintenance under their Recreation Departments. • Alderman Lafuente asked (Recreation) that an equipment list for field maintenance be provided. • Alderman White requested additional salary information for OSPCD – Administration.
Finance Committee Page 3 of 3 Printed 6/21/2016 • Alderman White requested (OSPCD – Transportation/Infrastructure) additional information on the Professional and Technical Services line item. • Alderman Rossetti requested an Executive Session prior to this week’s BOA meeting to be updated on union negotiations. • Alderman Rossetti asked (Mr. Mastrobuoni) for the number of non-union positions in the salary contingency line. • Alderman Rossetti asked (Mr. Mastrobuoni) for information on the city’s contribution to the CPA fund.
