The meeting took place in the Committee Room and was called to order at 6:00 PM by
Alderman Heuston and adjourned at 7:45 PM.
There was a discussion about the number of individuals on the Fire Department’s reserve list and
Chief Sullivan said that he anticipates there being 7 openings in the near future, due to
retirements and resignations. Alderman Rossetti asked all Fire Department candidates to
volunteer at the SHS and to speak with the students.
Approval of the May 26, 2016 Minutes
RESULT:
ACCEPTED
200709: That the Administration provide this Board's Committee on Confirmation of
Appointments with a diversity breakdown of all boards and commissions and a plan to fill
vacancies.
Mr. Snyder informed the committee that the city does not request ethnicity or race information at
this time, adding that the city is working to increase diversity with the assistance of the ADA.

201125: That the Director of Personnel update this Board on city-wide vacancies and dates
of hires since the last report.
Mr. Snyder distributed a list of open positions. Chairman Heuston asked for a revised/updated
list.
RESULT:

201152: That the Director of Personnel report to this Board on progress in filling positions,
especially in the Engineering, Economic Development, Housing and Inspectional Services
Departments.

201318: That the Administration inform this Board about how it is dealing with Board and
Commission members whose terms have expired, in many cases months or even years
previously.
Mr. Snyder stated it has been difficult to fill commission positions and noted that this has been
an on-going issue for many years. A resident spoke about not receiving any emails about
openings for any commissions and asked about the city's outreach plans to the community.
Alderman Niedergang suggested that the city submit this information in a press release and
Alderman Ballantyne spoke about contacting the NAACP, churches and to professional
organizations to diversity commissions. Alderman Sullivan suggested adding social and
economic backgrounds to the list.
Chairman Heuston’s motion for the Administration to include in its plans, a series of
outreach initiatives to community organizations that represent various races and
ethnicities, was approved.

201633: Requesting the appointment of Joshua Hodge to the Commission on Energy Use
and Climate Change.
Mr. Hodge has a background in environmental finance and mitigation emission reduction. He is
currently the Deputy Executive Director for 2 MIT research centers and volunteers at the
Museum of Science with climate change related programming.

201634: Requesting the appointment of Julie Wood to the Commission on Energy Use and
Climate Change.

and Climate Change.
Mr. Moore has an extensive background in energy, climate change and community outreach and
is a LEED accredited professional.

201639: Requesting the appointment of Sean Hesse to the Design Review Committee.

201640: Requesting the appointment of Alexandra Kleyman to the Design Review
Committee.
Ms. Kleyman is a graduate of Tufts with a background in Urban and Evironmental Policy and
Planning. She is a certified planner with experience working at the federal, state and local levels
on projects related to greenway planning and affordable housing.

201666: Requesting the appointment of Christopher J. Albanese to the Fire Department
Reserve List.
Mr. Albanese is a life-long resident of Somerville and a graduate of SHS.

201667: Requesting the appointment of Payton Corbett to the Fire Department Reserve
List.
Chair Heuston asked for clarification on this item as the candidate was unable to attend tonight’s
meeting.

List.
Mr. Lynch worked for the Somerville Housing Division as a program specialists and comes from
a family of fire fighters.

201669: Requesting the appointment of Troy M. Martini to the Fire Department Reserve
List.
The candidate was interviewed by the committee.

List.

201673: Requesting the appointment of John E. Mucci to the Fire Department Reserve
List.
Mr. Mucci is a personal trainer and has experience working with hazardous chemicals. His
family history in Somerville dates back to 1907.

201674: Requesting the appointment of John J. Driscoll to the Fire Department Reserve
List.
Mr. Driscall volunteers with several charitable and youth organizations. A life-long resident of
Somerville, he wants to continue his public service at a higher level.

201675: Requesting the appointment of Virgilio A. Garcia to the Fire Department Reserve

Mr. Garcia is attending Bunker Hill Community College and is bilingual. He would like to be
fire fighter to fulfill his commitment to give back to the community.

201676: Requesting the appointment of Timothy J. McKenzie to the Fire Department
Reserve List.
Mr. McKenzie, whose mother was a fire fighter, is an experienced carpenter with OSHA safety
training in basic construction.

201677: Requesting the appointment of Randy Oliver to the Fire Department Reserve List.
Mr. Oliver currently lives in Malden and is hoping to move back to Somerville. The committee
discussed the residential requirement for the position.

201678: Requesting the appointment of Daniel C. Roche to the Fire Department Reserve
List.
Mr. Roche is a graduate of SHS and has worked for the Somerville Housing Authority. He
volunteers in the community and has completed the class work for EMT certification and is half
way through the state testing process.

201679: Requesting the appointment of John Gullage to the Fire Department Reserve List.
Mr. Gullage has training in EMS, paramedics, CPF, trauma life support, pediatric and advanced
life support.

Chief Sullivan, Mr. Roche and Mr. Snyder spoke on this item. Mr. Keane has been a fire fighter
since 1996 and is recently retired from the U. S. Marine Corps. He is looking forward to the
increased responsibilities of the captain’s position.
