The meeting took place in the Committee Room and was called to order at 6:04 PM by Alderman Sullivan and adjourned at 7:20 PM. Approval of the September 20, 2016 Minutes RESULT: ACCEPTED PUBLIC HEARING: New Used Car Dealer Class 2 License, 28 Motorsports Inc., 486R Columbia Street, 4 cars inside, 5 outside. Petitioner, Mr. Gilberto Tercetti, who currently has a garage license, requested to store 2 additional vehicles on the outside of the business. Alderman Heuston explained that parking is allowed only on one side of Columbia Street and asked if the requested spaces are on private property. RESULT: CLOSED 201564: New Garage License, DM Auto Services, 45 Webster Ave, for mechanical repairs, 10 autos inside, 2 outside. The license was approved, as amended, for 30 days with the following conditions: 1) 6 cars inside and 2 cars outside; 2) a surveyor’s site plan with parking layout be submitted; 3) ISD inspect the interior and exterior of the property/business; 4) the Fire Department inspect the spray booth; 5) a plot plan showing the property lines be submitted; and 6) OSPCD Language be added to the license.

RESULT: APPROVED AS AMENDED 201574: New Used Car Dealer License Class 2, CM Auto Sales, 39 Webster Ave, 35 cars outside, none inside. Mr. DeLima provided the committee with the businesses hours of operation. Mr. Long stated that the current license allows for 30 cars. Alderman Heuston commented that there are many cars on the lot and asked the applicant to provide a site plan for the parking and a plot plan from a certified land surveyor, according to regulations as soon as possible. Mr. Aurelio discussed the findings of ISD inspection and reported that there were too many cars there and no maneuvering aisles or walkways, adding that ISD would like the property owner to submit a plot plan from an architect. Alderman Connolly would like wheel blocks installed to prevent cars from protruding onto the public sidewalk and asked that the Fire Department sign off on any proposed plans. Mr. Glavin stated that the city would assist the committee with location the property lines. Mr. Galigani explained that certain parcels are subject to acquisition disposition and certain language (“OSPCD Language”) should be inserted into all licenses granted. Alderman Connolly asked that business owners be made aware of whom they should contact in OSPCD to discuss same. Alderman Heuston’s motion that a city contact be added to the proposed OSPCD Language, was approved. The license was approved, as amended, for 30 days with the following conditions: 1) a site plan by an architect be provided; 2) wheel blocks be installed; and 3) a plot plan be submitted showing the property lines. RESULT: APPROVED AS AMENDED 201587: New Mobile Food Vendor, Clover Fast Food, operating at Davis Sq Thu-Fri 4- 10PM (Tufts and Union Sq locations Approved via #201213). Mr. Galigani stated that the new location is fine with Alderman Davis. RESULT: APPROVED 201613: That the Supervisor of Inspectional Services inspect the used car lot at 39 Webster Avenue and determine the proper number of cars that the lot can accommodate. RESULT: PLACED ON FILE 201733: Renewing Garage License, Inman Collision Center, 45 Webster Ave. Attorney Vigorito explained that her client currently has a license to operate the business and that the committee’s prior requests have been complied with. The business owner would like to

Alderman Heuston expressed concern about having two businesses at the same location, as it may be difficult for the city to manage, and she requested a plot plan for the entire block. Mr. Salmon Junior stated that the businesses have been operating well for ten years. Mr. Aurelio was asked to inspect the property and he explained the procedure for obtaining approval to run an auto body shop. The license was approved, as amended, for 30 days with the following conditions: 1) 7 cars inside and 2 cars outside; 2) a surveyor’s site plan with parking layout be submitted; 3) ISD inspect the interior and exterior of the property/business; 4) the Fire Department inspect the spray booth; 5) a plot plan showing the property lines be submitted; and 6) OSPCD Language be added to the license. RESULT: APPROVED AS AMENDED 201734: New Garage License, JN Phillips Auto Glass, 47 Webster Ave, 5 autos inside, 3 outside. Mr. Pesaturo, of JN Phillips, was present. Mr. Aurelio reported that and inspection showed violations and overcrowding. The license was approved, as amended, with the following conditions: 1) ISD inspect the property/business; and 2) OSPCD Language be added to the license. RESULT: APPROVED AS AMENDED 201735: New Garage License, Ball Sq Dialysis Clinic, 643 Broadway, 25 autos inside, 25 outside. RESULT: APPROVED 201807: That the Director of Traffic and Parking survey locations associated with a Mobile Food Vendor license for Clover Fast Food in Davis Square (#201587), and report the findings to the Committee on Licenses and Permits. RESULT: WORK COMPLETED 201808: That the Supervisor of Inspectional Services inspect 39, 45, and 47 Webster Avenue for building code compliance and for the capacity for vehicles at each location, both inside and outside the buildings, and report the findings to the Committee on Licenses and Permits. RESULT: KEPT IN COMMITTEE 201958: Sign/Awning Permit, Extra Space Storage, 460 Somerville Ave, 5 Signs.

Alderman Heuston requested a plot plan and a copy of the current garage license and asked that the item be kept in committee. Alderman Connolly asked that a letter from the owner of the property where the applicant rents 10 spaces, be provided.
