Curtatone Mayor City of Somerville 93 Highland Avenue Somerville, MA 02143 Re: Proposed Legislation and Municipal Contribution Policy Dear Mayor Curtatone: Thank you once again for the support the City of Somerville has provided to the Commonwealth and the Federal Transit Administration on the development of the Green Line Extension Project (GLX). We are particularly thankful for the City of Somerville’s assistance in helping the Commonwealth work toward stronger municipal partnerships in the delivery of critical regional infrastructure projects. Somerville’s participation in support of the state’s required contribution to the GLX project (along with the City of Cambridge’s similar action) sets a new benchmark for innovation in intergovernmental partnerships. By working together – federal, state, and local partners - we are confident that this long anticipated project will be fully realized resulting in significant environmental and financial returns for Somerville, the region, and the Commonwealth. In support of our mutual objectives, I am writing to confirm several understandings we have reached with Somerville pertaining to GLX, as follows: • It is our understanding that the City of Somerville intends to seek legislation relating to its proposed issuance of bonds in connection with the City’s financial commitments expressed in the Project Participation Agreement with MassDOT and the MBTA. MassDOT intends to support legislative provisions designed to achieve that objective. • In recognition of the important precedent being set with this municipal contribution to the GLX project, the MassDOT executive team has begun conversations with its Board of Directors with regard to a statewide policy pertaining to municipal participation in infrastructure projects. Our goal in pursuing this policy will be to establish funding policies and program parameters that are modeled after Cambridge’s and Somerville’s commitment to the GLX project.
