The meeting took place in the Committee Room and was called to order at 6:00 PM by Chairman
Sullivan and adjourned at 7:00 PM.
Approval of the May 10, 2017 Minutes
RESULT:
ACCEPTED
203441: New Extended Operating Hours License, La Posada Restaurant, 505 Medford St,
opening 7 days/wk to 3AM for in-store, take-out, and delivery service.
The building owner (who does not live there) represented the tenants of the building. He spoke
about seeing rats when he takes out the trash and said that families live in the buildings and work
in the morning, and the extended hours would be disruptive to them. Alderman Niedergang said
that he is in support of the application, however the closing time should be 2:00 AM. Alderman
Niedergang said that he met with the applicant, who was present at this meeting, several times
and that the applicant has been doing business there for three years and never heard any
complaints. Alderman Niedergang said that he also spoke with 3 or 4 residents of the area who
are in support of the hours. The applicant is also preparing to submit an application for a liquor
license. This item was kept in committee and Alderman Niedergang will facilitate a meeting
with the applicant and the neighbors.

Attorney Anne Vigarito appeard with Alderman McWatters, the applicant and the manager of the
garage. Alderman McWatters said there had been a public meeting that fell through previously.
RESULT:
APPROVED
203577: New Extended Operating Hours License, Big Belly Deli, 513 Medford St,
remaining open Mon-Sat to 2 AM for seating, take-out and delivery.
Neighbors of the establishment told the committee that their tenants have small children and the
late hour would not be good for families. Written comments opposing the item were presented.
Alderman Niedergang spoke in favor of the extended hours and said that he had not heard any
opposition from residents. Aldermen Connolly and Heuston felt the extended hours was a big
jump from the current hours. The business owner did not appear at tonight's meeting.

203781: New Hawker Peddler License, Felsuma LLC, selling adhesive products in Davis
Sq.
The applicant, a long time resident of Somerville, said that he would amend his request
depending upon the suggestions of the committee members. He demonstrated his product for the
committee members and others in the room. The applicant requested a Hawker and Peddler
license and said that he cannot peddle in Davis, Union Squares and a few other areas. Alderman
Connolly suggested a couple of possible areas at Trum Field and Foss Park where the applicant
might be able to set up his table and show his product to people who may stop by while watching
baseball or soccer games. Alderman Davis spoke about this type of license and supports the
applicant. The City Clerk will check with the Law Department regarding the boundaries of this
type of license and provide feedback back to the committee at a future meeting.

203784: New Used Car Dealer's License Class 2, L and S Truck Sales, 40 Joy St, 9 vehicles
inside, 15 outside.
James Linardy and David Tauro also spoke in support of the application.

203785: New Used Car Dealer's License Class 2, Somerville Motors, 182 Washington St, no
vehicles inside, 26 outside.
The business owner, Addison Oliveira, appeared before the committee and said that he has 12
years of experience in the used car business and currently has a location in Malden. David
Tauro, the owner of the building, also spoke in favor of the application. Robert Souza also spoke
in favor of the application. Alderman Heuston said the business was very well maintained and
has never had a problem.

203786: New Garage License, Hillside Service Center, 45 Mystic Ave, 5 vehicles inside, 10
outside.
The applicant did not appear for the public hearing.

203052: That the Administration re-examine the annual race routes through Davis, Teele
and Powder House Squares and report to this Board’s Committee on Licenses and Permits.
Alderman Ballantyne appeared before the committee and spoke about receiving the continual
complaints about road races going through the Teele Square areas. This issue was first brought
up about three years ago. The Administration has been taking a look at the requests and re-
routing road race paths through other areas of the city.

203473: New Flammables License, Vixs Auto Service, 73 Summer St.

203627: Licensing Commission requesting consideration of an amendment to Ordinance 2-
219(a) to reduce the number of required legal advertisements for certain license
applications from two to one, to expedite public hearings without impacting public input,
and to align the city with advertising standards statewide.
City Clerk John Long appeared on behalf of the Licensing Commission members, who were
unavailable to attend tonight's meeting. The Licensing Commission is re-visiting the idea of
putting notices, as a requirement, in newspapers. The legal notices are an expense for the
applicants. Alderman Heuston suggested putting notices on the city website, given people do not
read newspapers as much.
