The meeting took place in the Committee Room and was called to order at 6:00 PM by Chairman Sullivan and adjourned at 7:15 PM. Approval of the July 12, 2017 Minutes RESULT: ACCEPTED Public Hearing: 203918, New Billards/Bowling License, Lucky Strike Public Hearing: 203938 - New Garage License, 355 Artisan Way Public Hearing: 203939 New Garage License, 445 Artisan Way Public Hearing: 203940 New Garage License, 333 Great River Rd. Public Hearing: 203941 New Garage License, 479 Canal St. 203577: New Extended Operating Hours License, Big Belly Deli, 513 Medford St, remaining open Mon-Sat to 2 AM for seating, take-out and delivery. Alderman Niedergang appeared with Ms. Lidia Misiacenk who stated that she has been in business for over six months. She explained that the morning hours are not very profitable, therefore she is asking for extended hours. No alcohol is served at the establishment. A letter of support for a next door neighbor was entered into the record. Seventy percent of the business is generated through deliveries, with the delivery rang being 2.5 miles, servicing Somerville, Malden, Medford, Cambridge and Arlington. Alderman Neidergang supports the application and

RESULT: APPROVED 203781: New Hawker Peddler License, Felsuma LLC, selling adhesive products in Davis Sq. Mr. Long reported that he spoke to the applicant and he understood the dilemma and respects the will of the committee. RESULT: PLACED ON FILE 203786: New Garage License, Hillside Service Center, 45 Mystic Ave, 5 vehicles inside, 10 outside. Mr. Chae told members that there was an error on the application and that he would like 10 vehicles inside and 13 outside. Alderman Connolly moved to approve the item conditionally for 10 vehicles inside and 13 outside, contingent upon an inspection by ISD's to ensure that the numbers of vehicles requested is feasible and safe. RESULT: APPROVED AS AMENDED 203918: New Billiards and Bowling License, Lucky Strike, 340 Canal St, 5 pool tables, 8 bowling alleys. Attorney Devlin, representing Luck Strikes stated that there would be 5 billiard tables and 8 lanes of bowling at the facility which offers high end entertainment, chef inspired food and all the elements of a good night out. The owner of this facility also owns the Lucky Strikes in Boston. The hours of operation will be from 11:00 AM to 1:00 AM, allowing the facility to also serve the lunch crowd. The business already has its liquor license. RESULT: APPROVED 203938: New Garage License, Federal Realty Investment Trust, 355 Artisan Way, storing 570 vehicles. Mr. Ehrie told the members that the parking locations are blocks 1, 3, 4 and 6 garages. There was a discussion about a controlled parking plan to address non-customer parking, the large percentage of T riders that go into Boston, Assembly Square retail employees, Assembly Square residents who do not want to pay for parking, Boston event goers and contractors working at Assembly Square, as all of these groups using the parking take away from the customer experience. A proposed parking rate sheet was distributed to the committee and rates were compared to those at the Prudential Center and Cambridgeside Galleria. Once approved, the parking plan would roll out in mid-October. Notifications will be sent out soon through social media and static signs. Alderman Connolly moved that Mr. Ehrie report back to the committee after the first 45 days with the results of the parking plan.

See discussion of 203938 RESULT: APPROVED 203950: That the Administration review all licenses granted to bfresh, and discuss with this Board any restrictions on trash and recycling disposal and on the timing and location of deliveries. Ms. Connor reported that trash pick ups were increased and Alderman Davis, who submitted the item, said that he had not heard anymore complaints about this matter in the last several weeks. RESULT: KEPT IN COMMITTEE 204040: Public Event Permit, BFresh Meet and Greet, Chester St from Elm St to Herbert St, Sep 14, 3-9PM (raindate Sep 21). The date for this event had already passed, so the event was held in the store. Mr. Long invited the proprietors to come to city hall to discuss future events. RESULT: WORK COMPLETED 204203: Public Event Permit, Dreamland Silent Disco, Statue Park, Oct 5,19, Nov 2,16,30, Dec 14, 7-11:45PM. Ms. Gordon appeared before the Committee with Alderman Davis and brought headphones and a video to show to the committee. The headphones change colors and allow the users to have control over their own evening. The event is noiseless. There was an event at ArtBeat where approximately 300 people participated. Ms. Gordon said that there would be a charge for using the headphones. Members were concerned about the use of Statue Park and keeping a clear

There were discussions about using signage, cones or staffing to keep people within the area and Alderman Connolly suggested that a police detail may be appropriate. This item was kept in committee to allow the committee to check with the DPW and the Police Department on this matter. The applicant will also speak with someone about potentially using the space near Starbucks and will send the City Clerk references from those currently using her system in Salem. RESULT: KEPT IN COMMITTEE 204028: Police Detective reporting on an incident in support of possible revocation of the Used Car Dealer License issued to American Auto Gallery, 682 Mystic Ave. Mr. Long reported that someone complained about being ripped off by the dealership. The committee decided to send a certified letter to the dealer to appear before the committee for a Show Cause Hearing. It was mentioned that this dealer may also own a similar business in Lynn.
