The meeting took place in the Committee Room and was called to order at 6:00 PM by Chairman Sullivan and adjourned at 6:40 PM. Approval of the October 25, 2017 Minutes RESULT: ACCEPTED Public Hearing - (204568) - K Professional Auto Detailing, Inc. The owner of the business, Jacqueline Hodgkins, told the committee that this is a 2 bay auto detailing business where cars will be power washed and vacuumed inside the building, pointing out that no work will be performed outside. The hours of operation being sought are from 8:00 AM to 6:00 PM, Mondays through Saturdays and Ms. Hodgkins said that most customers come in around 2:00 PM. Chairman Sullivan inquired about water runoff from the vehicle washing and Ms. Hodgkins said that once the permit is approved, she will hire someone to deal with that issue. An abutter, Ben Bayawi, stated that there were problems with the previous business owner. He stated that he is not opposed to the noises from washing/vacuuming, etc., so long as it occurs prior to 4:00 PM. He also told the committee that he likes to make use of his yard on the weekends and that the odors and sounds from the business permeate into his yard, diminishing his quality of life. 204568: New Garage License, K Professional Auto Detailing, 682 Mystic Ave, washing vehicles only, 3 vehicles inside, 4 outside. The item was approved with the following conditions: 1. all work is to be performed inside the building with the doors closed after 4:00 PM 2. no outdoor vacuuming is permitted

Saturday hours of operation will be from 9:00 AM to 6:00 PM RESULT: APPROVED WITH CONDITIONS 3. Public Hearing (204569) - Mercedes Benz of Boston Attorney Anne Vigorito introduced her client Kim Mazzott, the manager of the business who explained that the facility will be used to prep vehicles for pickup. She told the committee that there is a self contained vehicle washing station within the facility. Ms. Vigorito pointed out that there was a typographical error in the permit application regarding the hours of operation. The correct hours of operation will be 7:00 AM to 7:00 PM Mondays through Fridays; 8:00 AM to 5:00 PM on Saturdays; no hours of Sundays. 204569: New Garage License, Mercedes Benz of Boston Commercial Vans, 161 Linwood St, mechanical repairs, washing vehicles, storing vehicles, 10 vehicles inside, 30 outside. The item was approved with the corrected hours of operation, as follows: 7:00 AM to 7:00 PM Mondays through Fridays; 8:00 AM to 5:00 PM on Saturdays; no hours of Sundays. RESULT: APPROVED AS AMENDED 4. Public Hearing (204510) - Pepi's Pizzeria The president of the business, Erwin Castillo, appeared before the committee. Chairman Sullivan stated that the Ward 5 alderman was in favor of this item. 204510: New Extended Operating Hours License, Pepi's Pizzeria, 516B Medford St, opening 7 days/wk until 2AM for dine-in, take-out, and delivery service. RESULT: APPROVED 203950: That the Administration review all licenses granted to bfresh, and discuss with this Board any restrictions on trash and recycling disposal and on the timing and location of deliveries. Alderman Davis indicated that this matter has been resolved. RESULT: WORK COMPLETED 204203: Public Event Permit, Dreamland Silent Disco, Statue Park, Oct 5,19, Nov 2,16,30, Dec 14, 7-11:45PM. RESULT: KEPT IN COMMITTEE 204476: That the City Clerk request that the owner of Master Used Cars, 121 Prospect Street, appear before this Board's Licenses and Permits Committee to respond to neighborhood concerns about the business.
Licenses and Permits Committee Page 3 of 3 Printed 11/22/2017 Mr. Long reported that the business owner was contacted about appearing before the committee at a later date, however when the meeting date was moved up to tonight, the owner was in Brazil. The assistant at the business told Mr. Long that he wasn’t comfortable speaking on behalf of the owner, therefore, no representative of the business was present at this meeting. Alderman Heuston stated that the business continues to put vehicles on the city’s sidewalks because there are too many vehicles for the lot. She wants to cut the number of vehicles allowed to be parked on the lot and she wants a barrier installed to prevent vehicles from going over the property line. Alderman Heuston also mentioned the possibility of suspending this business’ license for a period of time, adding that if neighbors produce any evidence of sidewalks being blocked, the committee would take steps to have the license revoked. Resident Mary Moreira also commented on the problem and showed the committee photos (on her phone) of the problems. Mr. Long informed the committee that the present license allows 46 vehicles to be parked on the business’ lot. After a thorough review of factual observations and findings, the committee decided to modify the business license. Alderman Heuston’s motion that the license of Master Used Cars, 121 Prospect Street, Somerville, be amended, as follows: 1. The number of vehicles allowed to be parked on the lot be reduced to 23 2. None of the 23 vehicles allowed to be parked on the lot shall be situated near the entrance to the business’ office 3. A demarcation barrier is to be installed on the property by December 6, 2017, to prevent vehicles from going onto Prospect Street 4. The hours of operation on Saturdays shall be from 9:00 AM to 2:00 PM 5. No form of spray painting is permitted The motion was approved. Alderman Heuston’s motion that the Superintendent of Inspectional Services inspect the business know as Master Used Cars located at 121 Prospect Street, Somerville for compliance of all permit requirements/restrictions, as soon as possible after December 6, 2017, was approved. RESULT: WORK COMPLETED 204509: Public Event Permit, Boston Meditation table, Statue Park, Nov 10, 17, 24 and Dec 3, 12:30-7PM. RESULT: KEPT IN COMMITTEE
