The meeting took place in the Committee Room and was called to order at 6:03 PM by Chairman
Rossetti and adjourned at 7:36 PM.
Chairman Rossetti explained the licensing process to the new committee members and Mr. Long
demonstrated how to view items and their attachments online. Mr. Long distributed a list of the
BOA issued business licenses, showing some relevant information. He explained that BOA
approval is needed for new licenses and renewals and noted that renewals may only be denied for
good cause. Constables are licensed and have to be appointed by the mayor with BOA approval.
Approval of constables is performed by the Committee on Confirmation of Appointments and
Personnel Matters. Mr. Long also distributed a list of Union Square acquisition/disposal parcels
and Union Square license condition language explaining their relevance to some items on this
meeting’s agenda. Chairman Rossetti cautioned Alderman Scott, suggesting he should recuse
himself from this discussion, as his name and business appears on one of these documents.
Alderman Scott disagreed with the suggested conflict. He additionally expressed dismay of why
it was being discussed. The document was then removed from discussion. However further into
the meeting, under agenda items #12, 13, 16 and 22 the document was presented for related
discussion along with recommended condition language from Tom Galligani if renewals were to
be recommended. Alderman Scott asked why the Union Square Urban Revitalization Plan area
language was being added, since it creates a material impact on the value of the businesses.

Chairman Rossetti informed members that she spoke to Alderman Ballantyne, the ward alderman,
who said that she thought that the item had been denied.

Chairman Rossetti informed members that she spoke to Alderman Niedergang, the ward alderman,
who suggested that the item be placed on file, since the business would like to serve alcohol and
would, therefore, be subject to a 1:00 AM closing time under state law.

The licenses was amended by striking the condition language inserted by OSPCD regarding the
Union Square Urban Revitalization Plan area.

204932: Amending Used Car Dealers License Class 2, Master Used Cars, 121 Prospect St,
to increase the number of vehicles outside to 38, and increase Saturday hours to 6PM.
The business owner was not notified that this item was on the agenda, therefore the item will be
rescheduled.
Alderman Scott said that the number of cars was reduced earlier by the Licenses and Permits
Committee and that he would like the item to be rescheduled. He requested that a representative of
Inspectional Services be in attendance when the item is taken up to present the results of the pre-
December 6, 2017 inspection.

The licenses was applied for in December of 2017. Alderman Scott reported that the gas station
business is closed and he thinks that it had been closed prior to November of 2017. Mr. Long said
that perhaps the applicant intended to maintain the used car dealer license without having the gas
station. He will look into the situation and notify the committee.
The licenses was approved for 60 days, at which time it will be reviewed after discussing it with
OSPCD and the City Solicitor.

Chairman Rossetti asked how the committee could know if any business had been issued any
violations.
Chairman Rossetti's motion that the City Clerk confer with the City Solicitor regarding a policy for
reviewing infractions for any business applying for a renewal of a license, was approved. All
members of the committee signed on as co-sponsors.

Alderman Davis, the ward alderman, is in favor of approval. Mr. Long explained that the vestibule
extends onto city property and that it is only temporary, for winter use.
Approved with the condition that the license be reviewed after the spring season.
