The meeting took place in the Committee Room and was called to order at 5:30 PM by Chairman
Rossetti and adjourned at 6:03 PM.
Approval of the February 21, 2018 Minutes

205254: Public Event Permit, Big Apple Circus, Assembly Row Block 7, Mar 26 - May 9
with performances Apr 7 - May 6.
Christine McMahon from The Big Apple Circus appeared before the committee with the circus
schedule and site plan. Also in attendance were David Middleton and Matt Ehrie from Federal
Realty Trust. Jackie Rossetti from the City’s Communications department will provide updates
from all of the city departments. The last meeting was on Tuesday morning with the Big Apple
Circus along with ISD on building permits, Fire Prevention, Engineering, electrical for a total of
12 permits. The Big Apple Circus has not received their alcohol and wine permit as of yet. The
Big Apple Circus will start their clean up immediately following the last performance and the
clean will be completed by May 9th. There were discussions about the 49 shows and seating
capacity. There was also discussion about The Whole in the Wall Gang which is a non-profit
organization that circus has been working with for many years. The communications department
has been working with the law office on details of the circus to partner with the City of
Somerville for local giveaways. There were discussions about donating 1600 tickets to the city
for one show which could be in the evening for families to take advantage of this opportunity.
The Circus is fully insured and this has been provided to the city. Jackie Rossetti will update her
meeting minutes to let the committee members know the status of the permits. Questions were
also asked about bathrooms, which was not clear on the application. There will be four (4) ADA

and 16 standard portable bathrooms. Questions were asked about parking which is increasingly
difficult in Assembly Row. FRIT referenced the current surface lot of 1200 spaces and four
garages to be used for the circus with a total of 2,500 parking spots. Assembly Row has
approximately 1,800 employees with 20% driving to work. Coupled with the MBTA station,
both Mr. Middleton and Ms. McMahon were very confident there will be enough parking. There
will be police details at the circus. The biggest challenge will be the weekend and they may use
Partner’s Healthcare parking garage. There are ongoing meetings with the City’s traffic and
parking departments. The committee asked for clarification of what will happen on College
night 4/26/18 at 7p.m. The permit also listed grill and open space which will solely be for the
circus employees village area. The circus employees will be living in RV’s with 24 hour
security.
Ald. Rossetti motioned and it was accepted conditionally that the permit request is authorized
with the condition that Jackie Rossetti will be responsible for providing proof of all
signatories, as well as updated information re: Somerville’s shows.

29, 9AM-8PM (raindate May 13).
Both applicants appeared before the committee. They have held this event in other areas of
Somerville and wanted to use Davis Square where there is a T-stop. There rain date is at the
same time as another event. The applicant’s event will not be blocking any streets.
Ald. Scott motioned and it was accepted to grant the permit.
