COMMUNITY PRESERVATION COMMITTEE FY18 FUNDING RECOMMENDATION FOR ELIZABETH PEABODY HOUSE ROOF REPLACEMENT, ELIZABETH PEABODY HOUSE ASSOCIATION PROJECT DESCRIPTION This project will replace the roof on the Elizabeth Peabody House building, a historically significant building that is home to a pre-school, food pantry, and other social services offered by the Elizabeth Peabody House Association. ELIGIBILITY Historic resources: This project would rehabilitate a building that has been declared historically significant by the Somerville Historic Preservation Commission by making a capital improvement to the building. RECOMMENDED FUNDING- PRELIMINARY DISCUSSION On March 28, 2018 by a vote of 6-0 the Community Preservation Committee recommended appropriating $73,000 for this project from the historic resources reserve budget to the control of the Elizabeth Peabody House Association for the overall purposes summarized in this document. ALIGNMENT WITH FY18 COMMUNITY PRESERVATION PLAN The Community Preservation Plan prioritizes funding the preservation of historic properties that are at the greatest risk for being lost or irreparably damaged. FUNDING CONDITIONS 1. Upon commencement of the Project and as appropriate, the Elizabeth Peabody House Association agrees to post a sign stating that the Project was funded through the City of Somerville’s Community Preservation Act program. 2. The Grantee agrees to execute and record a perpetual preservation restriction on its property at the Grantee Address stated above. The City will apply to the Massachusetts Historical Commission for approval of said restriction, and the Grantee agrees to comply will all City requests for documentation, information, and necessary approvals. 3. The Grantee agrees to complete the proposed project following the US Secretary of the Interior’s Standards for Rehabilitation, as required by the Community Preservation Act, and to secure contractors who have demonstrated experience successfully completing projects to these standards. MEASURES OF SUCCESS The goal of this project is to preserve this historic and significant building in Somerville by eliminating water infiltration through the roof. The success of this project will be measured and documented in a final inspection upon completion of the new roof.
