The meeting took place in the Committee Room and was called to order at 7:43 PM by Chairman Niedergang and adjourned at 10:50 PM. 205250: Requesting approval of a Home Rule Petition to authorize the Housing Authority to reconstruct the state funded Clarendon Hill Public Housing Project. Alderman Davis suggested that the committee review the Summary and Classification document that was distributed this evening, so that members might present their questions now with the expectation of receiving answers at next week’s committee meetings. Attorney Rosen explained why a Home Rule Petition (HRP) is necessary to accomplish what the parties are attempting to do and said that similar projects have been undertaken elsewhere and all pertinent documents incorporated similar language. • Sec 1 of the HRP explains that private developers are not subject to procurement laws • Sec 2 of the HRP reaffirms what is not changing • Sec 4 confirms that replacement public housing units can be owned by a private entity, provided certain requirements are met

Attorney Rosen told the committee that some of the City of Boston’s projects are paying prevailing wages, while others are not, adding that there is a fine distinction between private and public redevelopment as well as considerations when federal funds are involved. Alderman Scott questioned why, if the project is receiving state funding, does the prevailing wage not have to be paid? Attorney Rosen replied that the intent was to protect the 216 affordable units. Alderman Davis pointed out that the document before the committee states that this is a state funded housing project, yet the committee was told earlier that it wasn’t. The committee thinks that it needs to look at what this developer is asking the BOA to overlook. Chairman Niedergang informed the members that he has scheduled Legislative Matters Committee meetings for May 16th, 17th, 21st and 31st. A public hearing will be held on this matter on May 21st. Alderman McLaughlin’s motion that the Administration notify the public about the public hearing on this matter, by mail and through the CTY system, was approved.
