COMMUNITY PRESERVATION COMMITTEE RECOMMENDATION FOR REALLOCATION OF FUNDING FOR THE FY17 GRACE BAPTIST CHURCH CPA GRANT PROJECT DESCRIPTION In FY17, the Somerville Hispanic Association for Community Development received a $553,378 CPA grant and a $61,000 Massachusetts Preservation Projects Fund grant to replace the slate roof on the building, flashings and gutters, and repoint the upper two courses of the brick cornice. In addition, CPA funds were approved to begin initial work to make the building ADA accessible. When work began to replace the work, the contractors uncovered very serious issues with the underlying building structures that support the apse roof, which is above the infant and young toddler rooms of the day care housed in the building. These structural issues were not visible until the roof was opened and create life safety issues. Additional funds are needed to reinforce the framing support for the ceiling below the apse roof and to reinforce and reconstruct six window arches and the brick cornice in the apse to repair work that was poorly done in the past and are undermining the structural integrity of that portion of the building. ELIGIBILITY Historic resources: The historic Grace Baptist Church is a local historic district and on the state register. CPA funds can be used to make capital improvements or extraordinary repairs to historic resources. RECOMMENDED FUNDING On June 26, 2018 by a vote of 5-0 the Community Preservation Committee recommended reallocating $344,747 from the FY17 grant that were planned for replacing the slate roof and making accessibility improvements to enable the Somerville Hispanic Association for Community Development to use the funds to make emergency structural improvements to the building and restore six windows. Project Budget The budget for the emergency structural work is $323,242. The remaining $21,505 from the reallocated $344,747 will be used to restore the six windows in the apse. Sources CPA historic resources funds (awarded) $553,378 Other sources- MPPF (awarded) $61,000 Total $614,378 ALIGNMENT WITH FY17 COMMUNITY PRESERVATION PLAN The Community Preservation Plan prioritizes historic resources projects that address crucial, longstanding needs in Somerville’s historic landmarks and properties, especially those at risk. The Grace Baptist Church building is currently facing water infiltration and has other challenges that put the building at risk. FUNDING CONDITIONS FROM FY17 GRANT 1. The Somerville Hispanic Association for Community Development must receive all necessary approvals and permits for this project, including from the Massachusetts Architectural Access Board, the Somerville Historic Preservation Commission, and the Inspectional Services Division. 2. The Somerville Hispanic Association for Community Development agrees to execute and record a perpetual preservation restriction on its property, the historic Grace Baptist Church. 3. Upon commencement of the Project and as appropriate, the Somerville Hispanic Association for Community Development agrees to post a sign stating that the Project was funded through the City of Somerville’s Community Preservation Act program. 4. The Somerville Hispanic Association for Community Development develops a preventative maintenance plan as part of the rehabilitation project to ensure investments in the Grace Baptist Church building are maintained. MEASURES OF SUCCESS The goal for this project is to bring the beautiful Romanesque building back to its original grandeur.
