The meeting took place in the Committee Room and was called to order at 6:00 PM by Chairman Scott and adjourned at 7:06 PM. Approval of the June 5, 2018 Minutes RESULT: ACCEPTED 205521: Requesting the appointment of Vincent Lampley to the position of Deputy Fire Chief. Chief Breen introduced Captain Lampley for the position of Deputy Fire Chief and described him as a great employee. The Deputy Fire Chief position implements what the Fire Chief wants the team to train on. Captain Lampley spoke about his time in the U.S. Army infantry where he was on the ground in the front line in 1992. The candidate has a Master's degree in Fire Administration from Anna Maria College and has been with the Fire Department since 2000. The committee asked if the professional standard folder exists and was told that there wasn’t one. The candidate was asked if he wanted to waive going into executive session or if he wanted to have an attorney present. The Committee voted to go into Executive Session to review protected personnel information or to discuss matters related to candidates pursuant to MGL c30A. No votes were taken in executive session.

Chief Fallon introduced James Stanford, who has been in the Police Department since 1988, for the position of Deputy Police Chief. The candidate talked about his involvement in City Hall with the union discussions and his involvement with the Council on Aging. His responsibility is to enforce the policy and procedures of the department. He understands the need to separate personal feelings from the needs of the job. He previously stepped into community policing and ran the Cops and Kids programs for year. In his new position, he will assign officers for the schools, increase the number of school resource officers and run the junior youth police academy. The candidate was asked his views about Black Lives Matter responded that the movement brought to light the attention needed to discuss the matter. Alderman Mbah asked the candidate about his top three priorities and he listed: to make the SPD a better place, to continue working with the youth of Somerville, and to continue working with the unions. The candidate agreed to go into executive session without an attorney for the committee to review protected personnel information and/or to discuss matters related to his job as per MGL c30A. No votes were taken in executive session. RESULT: APPROVED 206098: Requesting the re-appointment of Andrew Haynes as Constable. Mr. Long introduced Andrew Haynes, who has been a constable for 34 years. As a constable, he serves civil process, executes decisions out of civil court, serves evictions notices and legal documents and has arresting powers. There is a maximum one year term for constables. The Police Chief was asked about the candidate’s background. The background and CORI checks were done and the City Treasurer signed off to verify that all taxes and fees have been paid. There was a discussion about a Statement of Financial Interest regarding the candidate. The candidate agreed to go into executive session to review the protected personnel information and/or to discuss matters as per MGL c30A. Ald. Davis motioned to go into executive session. No votes were taken in executive session. RESULT: APPROVED
