COMMUNITY PRESERVATION COMMITTEE FY19 FUNDING RECOMMENDATION FOR $6,000 FEE FOR 5 PALMER CONSERVATION RESTRICTION DESCRIPTION Groundwork Somerville will hold the perpetual conservation restriction for the 0.04 acre 5 Palmer parcel. This restriction is required by the CPA enabling legislation. Groundwork is requesting a $6,000 fee to cover expenses related to annual reviews of the restriction and to create an endowment should legal action be required. ELIGIBILITY Open space/recreation land: The CPA enabling legislation requires that all land purchased with CPA funds is perpetually preserved for the purpose for which it was acquired. Using CPA funds to cover fees associated with the necessary conservation restriction is an eligible use of CPA funds. FUNDING RECOMMENDATION On June 26, 2018 by a vote of 6-0 the Community Preservation Committee recommended appropriating $6,000 for this project from the open space and recreational land reserve budget to the control of Groundwork Somerville to cover the fee for the perpetual conservation restriction on the 5 Palmer parcel. ALIGNMENT WITH FY19 COMMUNITY PRESERVATION PLAN The Community Preservation Committee prioritizes the acquisition of open space, to contribute towards meeting the SomerVision goal of creating 125 new acres of open space.
