The meeting took place in the Committee Room and was called to order at 6:06 PM by Chairman Scott and adjourned at 7:30 PM. 204402: Requesting the appointment of Jane Carbone to the Community Preservation Committee. Ms. Jane Carbone was introduced by the CPC Chairman Michael Fager and Community Preservation Act Manager Kristen Stelljes. Ms. Carbone has very strong affordable housing experience/background and has been attending CPC meetings as an observer. She talked about a few of the sessions she observed and said that everything discussed in those meetings was very important and that the decisions were challenging. She also noted that CPC funds are more fluid and can be used for acquisitions. The term for this position is 3 years. RESULT: APPROVED 205522: Requesting the appointment of Marc Ardolino to the position of Fire Captain. Candidate Ardolino was introduced by Chief Breen and Deputy Chief Major. Mr. Ardolino attended Power House School and Somerville High School and has been with the Fire Department since 2011 and has been acting captain for some time. Chief Breen stated that Mr. Ardolino is a great candidate who has a pronounced working knowledge of fire codes. Members asked about his responsibilities as acting captain and about his philosophy on discipline.

There was a roll call vote to go into Executive Session and no votes were taken in Executive Session. The candidate was asked to return to Somerville High School to share his experiences with students. RESULT: APPROVED 205523: Requesting the appointment of Timothy Donovan to the position of Fire Lieutenant. Candidate Donovan was introduced by Chief Breen and Deputy Chief Major. Mr. Donovan has been with the Fire Department since 2008 and was previously assigned to Ladder 3. He is currently serving as administrative acting lieutenant, with expanded roles and new tasks, making sure everything is well documented. The candidate agreed to go into Executive Session without legal counsel. There was a roll call vote to go into Executive Session and no votes were taken in Executive Session. RESULT: APPROVED 205524: Requesting the appointment of Francis Otting to the position of Fire Lieutenant. Candidate Otting was introduced by Chief Breen and Deputy Chief Major. Ms. Otting has been with the Fire Department 2012 and has been acting as lieutenant for Homeland Security and Emergency Management. Chief Breen stated she is ultra-professional, constantly volunteering, assists with training the department and has many certificates. Ms. Otting spoke about her role if something was to happen in Somerville, similar to what recently happened in the Merrimack Valley. She explained that her job is to look at potential threats, whether intentional or accidental, and she feels she is equipped to respond within seconds of any emergency. She has pre-established relationships with neighboring communities such as Cambridge, Boston, Malden and Medford. The candidate agreed to go into Executive Session without legal counsel. There was a roll call vote to go into Executive Session and no votes were taken in Executive Session. RESULT: APPROVED 206453: Requesting an Exemption Under Section 20(b) of Chapter 268A on behalf of employee David Capuano. Mr. Wright explained that Mr. Capuano currently works as a Parking Control Officer (PCO) and wants to also be a crossing guard. According to Mr. Wright, under the law, Mr. Capuano must file a disclosure document and get approval. He has currently met the requirements. Questions were asked if PCO shifts would overlap with the crossing guard hours and how the two salaries would be handled. RESULT: APPROVED Handouts:
