The meeting took place in the Committee Room and was called to order at 6:08 PM by Chairman Scott and adjourned at 9:50 PM. Each candidate was notified (via email) of the possibility of an Executive Session taking place. Chief Fallon was asked his thoughts about Black Lives Matters and he replied that there is a lot of training to be done and that it’s something to get better at every day and to recognize short comings. Alderman Mbah stated that going forward, all candidates will be asked about Black Lives Matter. Alderman Ewen-Campen spoke about the municipal ID cards and people not able to get a bank account. Approval of the August 28, 2018 Minutes RESULT: ACCEPTED 206600: Requesting the appointment of David Stiltner to the position of Fire Captain. Mr. Stiltner was in the US Navy for 8 years and has served as Acting Captain for 2 years on the city’s Fire Department and is interested in fire investigation and prevention. Asked about his philosophy on supervising, Mr. Stiltner said that he likes getting things done, appreciates the process, enjoys teaching and mentoring those under his care, and building a strong camaraderie with the fire fighters. He was asked if he witnessed any sexual harassment and if he would feel comfortable following the city’s protocol. The candidate agreed to go into executive session without legal counsel or to record the session. No votes were taken in executive session.

Mr. McKenzie, who is also an EMT, has been a fire fighter since 2010 and is currently serving as Acting Lieutenant on Ladder 2. He has a plumbing background which has been very helpful when responding to many calls where valves are involved. Asked why he wanted to be a fire fighter, Mr. McKenzie said that his mother was a fire fighter in Somerville and he believes being a fire fighter is more than a job; it’s a way of life. Asked if he witnessed any sexual harassment and if he would feel comfortable following the city protocol, the candidate replied that he would approach the individual first to understand the issue before going to the chain of command. It was stated that the process will change in January with all incidents to be reported to personnel. The candidate agreed to go into executive session without the presence of an attorney and did not want to record the session. There were no votes taken in executive session. RESULT: APPROVED 206602: Requesting the appointment of Andrew Patriquin to the position of Fire Lieutenant. Mr. Patriquin, who has a degree in accounting, has been with the Fire Department since 2011 and is currently serving as Acting Lieutenant. Asked why he wanted to be a fire fighter he said that he did not want to be an auditor any longer and other members in his family were fire fighters. He was asked about witnessing sexual harassment and how he would handle it. Mr. Patriquin said that he would get all the information and elevate it to the chain of command on duty. The candidate agreed to go into executive session without legal counsel or recording of the session. No votes were taken in executive session RESULT: APPROVED 206603: Requesting the appointment of Michael Kilduff to the position of Fire Fighter. Mr. Kilduff has a BS in Business Administration in Management from Suffolk University and has worked in the construction and sales fields. The candidate took the exam in 2014 and was selected from the city’s reserve list. Ald. Ewen-Campen asked the candidate about the new construction materials and how the newer construction is easier to burn. Mr. Kilduff went to Malden Catholic School and was asked to visit Somerville High School to share his experience with the students. The candidate agreed to go into executive session without legal counsel or recording the session. No votes were taken in executive session RESULT: APPROVED 206604: Requesting the appointment of Marika DuVal to the position of Police Officer. Chairman Scott recused himself from this item and Vice Chair Hirsch served as chair. Ms. DuVal currently works at Central Square Florist as a customer service representative and also at the Joshua Tree as a door/security manager. She has wanted to work in law enforcement

Alderman Mbah asked her about her feelings towards Black Lives Matter and she responded that this is a very important issue and raises a lot of questions. Ms. Cooper was asked if there are any documents for the executive session and she replied that the only document was the interview questions. Questions were asked of the candidate if she would feel comfortable reporting a fellow officer for any issues. The candidate was asked about community policing and what it meant to her. She talked about wanting people to feel safe enough to talk to the police being a main priority. She also mentioned safety walks, e.g., “coffee with cops”. The candidate agreed to go into executive session without legal counsel or recording the session. No votes were taken in executive session. RESULT: APPROVED 206605: Requesting the appointment of Aaron Smith to the position of Police Officer. Mr. Smith is a police officer at Simmons College and holds a BS in Criminal Justice from Northeastern University. His position at Simmons is mostly on foot, but he is also in charge of the mountain bike fleet and is armed. He is mandated to enforce all laws of the Commonwealth and works in collaboration with the Boston and Brookline Police Departments. He was asked about his understanding of Black Lives Matter. The candidate agreed to go into executive session without legal counsel or recording the session. No votes were taken in executive session. RESULT: APPROVED 206606: Requesting the appointment of Courtney Coulombe to the position of Police Officer. Ms. Coulombe has a BS in Sociology and Photography. She had an internship involving Criminal Justice Investigation with the Beverly Police Department and took the police exam in 2017. She was asked about Black Lives Matter. The candidate stands behind the city’s display of the banner on City Hall and said that some people are against it because it should not be a thing. The candidate was asked her thoughts about community policing. She talked about her grandparents and parents being from Somerville and remembered community police coming to Somerville High School. She agreed to go back to SHS to share her path with the students. Ms. Cooper was asked is there were any documents to share in executive session for review. Ms. Cooper only had the questions from the interview. The candidate agreed to go into executive session without legal counsel or recording the session. No votes were taken in executive session. RESULT: APPROVED 206607: Requesting the appointment of Erik Corricelli to the position of Police Officer. This candidate currently works as an EMT for Action Ambulance and he previously volunteered to work with the Cambridge Auxiliary Police and had an internship with the Melrose Police Department. He lived in Somerville until he was 9 years old and moved back to Somerville four years ago. Asked about the opioid epidemic and he suggested more education and open meetings with the public as a way to potentially resolve this issue. The candidate talked about community policing and the police being the first ones on the street in the public eye. Everyone looks to the police to resolve issues and he likes helping people. He was asked about his

Alderman Davis asked Ms. Cooper if she had any documents to be reviewed in executive session. The candidate agreed to go into executive session without legal counsel or recording the session. No votes were taken in executive session. RESULT: APPROVED 206608: Requesting the appointment of Melissa Dooley to the position of Police Officer. Ms. Dooley has a BA in Communications from Stonehill College. She grew up in Somerville and always wanted to be a police officer and give back to the community. She would like to be a role model for women and help to increase diversity in the Police Department saying that it’s important for people to see that women are equal. She aspires to be the Police Chief someday. The candidate believes that Somerville is doing a great job with the diverse community and she talked about how important Black Lives Matters is and that she is proud of Somerville for taking a stand on this matter. She also agreed to share her path with the students at Somerville High School. The candidate agreed to go into executive session without legal counsel or recording the session.
