  SOMERVILLE AFFORDABLE HOUSING TRUST FUND (SAHTF) – SELECTED SUMMARY OF ACTIVITY  FOR ACTIVITIES DURING 3rd CALENDAR YEAR QUARTER, 2018 (JULY, AUGUST, SEPTEMBER 2018)  At the request of the City Council’s appointee to the SAHTF, Trust staff prepare the information below  summarizing actions taken at Trust meetings on a quarterly basis, in an effort to keep City Council members  and the public abreast of Trust activity over the course of the year.  July 2018  Tenancy Stabilization Program – Trustees approved a request from Just‐a‐Start Inc. for $60,000 in  additional Trust funds to continue operating the Tenancy Stabilization Program during their existing  contract term. In addition to demand from lower‐income households that the program targets, Just‐a‐Start  had also seen a high level of demand for move‐in assistance from income‐eligible households moving in to  inclusionary units.    Community Preservation Act (CPA) Housing Development RFP proposal – Trustees approved a request from  the Somerville Community Corporation for $171,000 of CPA funds to support acquisition of 31‐35  Richardson Street, which will create two units of affordable housing as well as open space.  Community Preservation Act (CPA) Housing Support Programs RFP proposals – Trustees approved four  requests from the following housing program providers to make rental housing affordable for low and very  low income households in Somerville and to prevent homelessness. Total CPA funds awarded for the four  housing programs was $373,984. Two of the funding awards are for renewing programs and two are for  new programs.   Somerville Homeless Coalition – CPA PASS Expansion: Prevention and Stabilization Services:  $199,952 to support two‐years of rental subsidy for Somerville households at risk of homelessness,  or in transition out of emergency shelter system into apartments. The program is designed to work  with Somerville residents experiencing a housing crisis (for instance, burdensome rental increases  and/or losses in income) to allow them to remain in the City (renewing program).   Somerville Homeless Coalition – Leasing Differential Program:  $65,523 to provide rent assistance on behalf of formerly homeless households at scattered sites  around Somerville. Assistance helps to fill the gap between HUD‐funded rental payments and  market‐rate rents (renewing program).   Heading Home – Somerville Better Homes 3, Permanent Supportive Housing Program: $45,000 to  provide rent assistance on behalf of formerly homeless households at scattered sites around  Somerville. Assistance helps to fill gap between HUD‐funded rental payments and market‐rate  rents (new program).   Community Action Agency of Somerville – Homelessness Prevention Assistance Fund:  $50,000 to provide assistance to households at risk of homelessness in the form of grants and loans  to cover first and last month's rent, security deposits and/or rental arrears (new program).  August 2018  SHA Director Designee to the Trust – Somerville Housing Authority (SHA) Senior Housing Manager Kathryn  Gallant was sworn in as the Trustee designated by the Executive Director of the SHA.  September 2018  Trust Semi‐Annual Report to the Community Preservation Committee (CPC) – Trust staff from the OSPCD‐ Housing Division submitted a semi‐annual report on Trust activities to the CPC including updates on the  FY18 CPA Housing Program Funding Awards from June 2018. The report also summarized 100 Homes  Initiative activity noting that SCC had completed acquisition of 48 units of the 100 that was set as the  program’s initial affordable unit production goal.
