2    Updates to the projects and/or the project spend schedules include: 1. All spending that occurs in FY20 and beyond has been escalated by 4% per year to reflect the inflation in horizontal construction costs observed throughout the Greater Boston region. 2. All spend schedules for projects included in the June 2018 CIP project list have been updated to reflect our current best projection of when those projects will take place. 3. As Director of Engineering Rich Raiche discussed during the Water & Sewer Infrastructure Capital Needs presentation on February 26, 2019, the Water Improvements recurring investment has been increased from $1.5 million to $5 million in construction costs per year (in 2019 dollars) starting in FY20 plus $1.5 million for design and construction oversight, for a total of $6.5 million. Similarly, the Sewer Improvements recurring investment has been increased from $1.5 million to $3 million in construction costs per year (in 2019 dollars) starting in FY20 plus $900,000 for design and construction oversight, for a total of $3.9 million. 4. Several projects have been added to the CIP project list in the Recommended category: Water projects added to the CIP include: a. Pitman Street – Water improvements. This project will eliminate an existing dead-end water main in Pitman Street that is causing water quality issues. b. Water Meter Replacement Program. The vast majority of the City’s water meters were installed in 2009 or before, and it is an industry best practice to replace meters every 10 years to ensure accurate readings. Sewer projects added to the CIP include: a. Manhole Sealing. Engineering undertook a study in 2017-2018 that demonstrated significant inflow into and infiltration through the City’s 4,448 manholes. This project, funded in large part through a MWRA grant, will address any deficiencies in our manholes identified in that assessment and eliminate this source of inflow and infiltration. b. Sewer System Evaluation Survey (SSES) & Inflow/Infiltration (I/I) Assessment. As discussed in the February 2019 Water & Sewer Infrastructure Capital Needs presentation noted above, gathering additional data and information on the deficiencies of our sewer system is essential to informing the Sewer CIP moving forward. The sewer system evaluation survey (SSES) and inflow and infiltration (I/I) assessment recommended in the Sewer CIP project list will provide us with the detailed information needed. c. Willow to Grove Sewer Replacement. This project will replace the failing sewer pipe that currently extends along the Community Path on private property between Willow and Grove Streets with a new sewer pipe in the public right of way. d. Flint St. Sewer Replacement. This project will replace a failing sewer pipe that currently exists on private property with a new sewer pipe in the public right of way.

3    e. Sewer Separation Projects 1, 2, and 3. Several major sewer separation projects must be undertaken, and the information that will be provided through the SSES & I/I Assessment and the system modeling discussed at the February 2019 Water & Sewer Infrastructure Capital Needs presentation noted above will provide essential information on which locations are the highest priority and better inform cost estimates. This version of the Sewer CIP project list therefore includes placeholder funding amounts for three major sewer separation projects with the expectation that these projects will be defined through planning efforts in FY2020 and FY2021. Project category definitions: When the CIP project list was first introduced in its current form in November 2016, each project was assigned to a category. Definitions of each of these categories are provided below for reference. USQ DIF (formerly Critical) projects are those included in or related to the Union Square District Improvement Financing (DIF) development program. These projects are a prerequisite for attracting outside investments in the transformative district in part because they unlock future revenue that would otherwise go untapped. For Water & Sewer, this category includes (but is not limited to) the Somerville Ave. Utility & Streetscape Improvements project as well as Poplar St. Stormwater Pump Station, which involves the construction of a pump station and associated infrastructure to connect to the GLX stormwater drain. Recurring projects are investments the City has made and will continue making to maintain existing assets. These are considered recurring because they are invested in on a regular basis, and in any modelled projection the City Council will be asked to make these appropriations so that the City can continue to provide core services. Underway projects are currently ongoing but not yet completed. These projects have been authorized in full or in part by the City Council or have received funding from other sources. Note that USQ DIF projects can also be Underway. Recommended projects are those identified by the Administration as important projects to undertake in the coming years because they respond to a community need, address a public health or safety issue, or advance Underway or USQ DIF projects. Unscheduled projects are community priorities and identified needs or liabilities that currently have no assigned timetable. These projects have been put forth by the community, the City Council, or the Administration.
