The meeting took place in the Sub-Committee Room and was called to order at 5:00 PM by
Chairman Ewen-Campen and adjourned at 5:35 PM.
208164: Requesting approval of the 2019-2020 HUD One Year Action Plan, for CDBG,
HOME, and ESG programming.
Mr. Inacio, Director of Finance and Administration for OSPCD appeared before the committee
to discuss the HUD Action Plan Development 2019-2020, representing the second year of a five-
year Consolidated Action Plan. Mr. Inacio also presented a two-page document showing
changes between the 2006-2010 and 2011-2015 low income census tracts. He stated that CDBG
funding is essentially flat. HOME had a slight decrease of 20% and ESG is level funded.
Starting as of April 1, 2019 census data of record will be 2011-2015 ACS data which previously
had been 2006-2010 data.
The major program categories will remain the same. The city will no longer promote the
commercial property improvement program as a stand-alone program. The city will now have a
broader program with small businesses, anticipating small business needs with bridge closers and
income thresholds of 1-5 employees.
There was a unanimous voice vote in favor of this item.
