Cadet Home Rule Petition 8-19-2019 — File 208703

SECTION 1. Notwithstanding chapter 31 of the General Laws, a person who possesses
an associate degree or has completed 60 or more credit hours at an accredited college,
and has completed not less than 2 years of service as a police cadet in the police
department of the city of Somerville, pursuant to section 21A of chapter 147 of the
General Laws may, subject to a program established by the appointing authority of the
city, be appointed to fill a vacancy in a position in the lowest grade in the police force of
said city pursuant to said chapter 31, provided that such person either is on a police
entrance eligible list prepared under said chapter, and in accordance with section 2
below, or passes a qualifying examination to be given by said personnel administrator
that the program shall provide for recruitment of applicants for appointment as police
cadets in said city and for appointment from an eligible list prepared after a competitive
examination administered under the supervision of the appointing authority of the city.
SECTION 2. The personnel administrator of the state division of personnel
administration is hereby authorized and directed to credit any person who has

completed not less than 2 years of service as a police cadet in the police department of
Somerville, and passed but has not been appointed on the effective date of this act, a
civil service examination for the position of police officer with two additional points on
the passing grade for the first two years of service as such a police cadet and one point
for each additional, completed year of such service not to exceed a total of five points.
This provision will remain applicable to any Civil Service’s Entry Level Somerville Police
Officer Eligible List in which the exam date occurs prior to the cadet’s 29th birthday.
SECTION 3. If any federal or state, administrative or court order, requires the listing of
candidates in separate groups, each group to be listed according to the law of the
commonwealth, then this act shall be subject to such listing.
SECTION 4. The appointing authority of the police department of said city shall institute
appropriate recruitment procedures for the police cadet force to effectuate the
purposes of and, to the extent practicable, ensure consistency with section 26 of
chapter 31 of the General Laws and basic merit principles and to realize the purposes of
this paragraph.
SECTION 5. Nothing in this Act is intended to modify the following statutes: G.L. 31, §
61; G.L. c. 31, § 20, or G.L. c. 31, § 34
SECTION 6. This act shall take effect upon its passage.
