CARES ACT 2019‐2020  Annual Action Plan Substantial Amendment • U.S. Department of Housing and Urban Development  (HUD) passed Coronavirus Aid, Relief, and Economic  Security Act (CARES Act) on March 27, 2020 • To prevent the spread of COVID‐19 and facilitate  assistance to eligible communities, households, and  persons economically impacted by COVID‐19 • CARES Act Funding to City of Somerville: • Community Development Block Grant: $ 1,493,384 • Emergency Solutions Grant: $750,831 

CARES Act Funding Allocation Community Development Block Grant (CDBG):              Funding: $ 1,493,384 FY 2019‐2020: Reprogram up to 60% of 2019‐ 2020 funding to Corona Virus relief effort  activities. FY 2020‐2021: Allocated funds may also be used  to respond to COVID‐19 (2020‐2021 Annual  Action Plan forthcoming).  2019‐2020  Annual Action Plan Substantial Amendment

CDBG Eligible Activities and Expenses Activities: • Assisting low‐ and moderate‐income households with  rental assistance (no more than 3 months) • Food Security and Assistance Programs • Support of activities promoting public health and well   being services related to the COVID‐19 Crisis. • Business assistance for to retain low‐mod income  employees Waivers and Provisions:  • Public Services Cap exemption for CARES funding and  program years 2019 and 2020 • Emergency Citizen participation and public comment  provisions.  2019‐2020  Annual Action Plan Substantial Amendment

Mega Waiver and CAREs Provisions •HMIS Lead Activities ‐ 24 CFR 576.107(a)(2) • Recipient must be the HMIS Lead to pay costs – waived. •Re‐Evaluations for Homelessness Prevention Assistance ‐ 24 CFR 576.401(b) • Up to 2‐year period beginning 3/31/2020, the required frequency of  re‐evaluations for homelessness prevention assistance is waived  •Housing Stability Case Management ‐ 24 CFR 576.401(e) • For the 2‐month period beginning 3/31/2020, the requirement that  Program participants receiving homelessness prevention or rapid  rehousing assistance must meet with a case manager not less than  once per month is waived •Restriction of Rental Assistance to Units with Rent at or Below FMR ‐ 24 CFR  576.106(d)(1) • For 6‐month period beginning 3/31/2020, the FMR restriction is  waived for any individual or family receiving Rapid Re‐housing or  Homelessness Prevention assistance who executes a lease for a unit 2019‐2020  Annual Action Plan Substantial Amendment ESG Eligible Activities and Expenses

Citizen Participation Plan Amendment Consolidated Plan’s Citizen Participation Plan  (CPP) revised: • CDBG: 5‐day comment period  • ESG: 5‐day comment period not required Allowance of virtual hearings in support of social  distancing measures.
