AN ORDINANCE AMENDING SECTIONS 2-24 AND 2-141 OF THE CODE OF
ORDINANCES OF THE CITY OF SOMERVILLE, REGARDING APPOINTMENT OF
CLERKS OF COMMITTEES
BY THE CITY COUNCIL
Be it ordained by the City Council, in session assembled, that the Code of Ordinances of the City of
Somerville, Sections 2-24 and 2-141 are hereby amended to read as follows:
Sec. 2-24. - Appointment of department heads and members of boards.
(a) The mayor shall appoint heads of departments and members of municipal boards and fill vacancies
therein in the manner provided by law.
(b) All appointments by the mayor or by the mayor and city council shall terminate on the first Monday
in January or at the time their respective successors are appointed and qualified unless prescribed
otherwise by statute or ordinance.
(c) The mayor shall, in the municipal year in which the term of the incumbent expires, appoint, with the
approval of the city council the following officers, to serve for the terms hereinafter specified:
(1) A clerk of committees, annually;
(2) One or more assistants to the clerk of committees, annually;
(3) The members of the recreation and youth commission, five each year to serve for two years; any
vacancy shall be filled by appointment for the balance of the unexpired term.
(4) The members of the licensing commission; three shall be residents of this city; one member of
said commission shall be appointed from each of two leading political parties and the third
member shall also be appointed from one of said parties. There shall be appointed yearly one
member to serve for the period of three years;
(5) The five members of the planning board; one to be appointed each year on June 15 for a five-
year term; and two associate members, who shall be appointed to a five-year term;
(6) The five members of the board of appeals; one to be appointed each year for a term of five
years;
(7) Reserved;
(8) Four members of the housing authority on June 8 as the terms of the incumbents expire
according to state statute;
(9) Four members of the redevelopment authority on September 13 as the terms of the incumbents
expire according to state statute;
(10) Officers to act as weighers, measurers, surveyors, or inspectors of certain articles, each for a
term of one year, who shall exercise the powers and perform the duties provided by the statutes
and ordinances relating to the weighing, measuring, surveying or inspecting of such articles,
shall be sworn to a faithful performance of their duties, shall be paid the fees established by law,
and shall receive no compensation from the city.
(d) The City Council shall, in the municipal year in which the term of the incumbent expires, appoint,
the following officers, to serve for the terms hereinafter specified:
(1) A clerk of committees, annually; and
(2) One or more assistants to the clerk of committees, annually.
Sec. 2-141. - Clerk of committees duties.
The clerk of committees and any assistants to the clerk of committees shall hold his or her office for one
year and until another shall be appointed and qualified in his or her stead, and may be removed and his
or her place for the unexpired term filled, at the pleasure of the mayor and city council.
Notwithstanding Section 2-24, the Mayor is not the appointing authority for clerk of committees and
any assistant clerk of committees. Clerk of Committees and Assistant Clerk of Committees shall be
appointed by the City Council, and each shall hold his or her office for one year and until another shall
be appointed and qualified in his or her stead, and may be removed and his or her place for the
unexpired term filled, at the pleasure of the City Council. He or she shall act as a clerk of committees or
assistants to the clerk of committees, as applicable, of the city council, shall make a proper record in
books kept for the purpose of all their proceedings and transactions, keep a calendar of all meetings of
said committees, and notify the members thereof. He or she shall perform such other duties and
services in making estimates and computations, drawing orders and reports, and rendering assistance,
as said committees shall require and shall perform such other duties as may from time to time be
required by order of the city council.
