The meeting took place virtually via GoToWebinar and was called to order at 6:04 PM by Chair White and adjourned at 6:30 PM on a roll call vote of 3 in favor (Councilors Scott , Mbah and White), none against and none absent. Approval of the September 23, 2020 Minutes RESULT: ACCEPTED Public Hearing - #210585 - Arco Tire . 210585: New Garage License, Arco Tire Auto Service Repair LLC, 18 Clarendon Avenue, 3 autos inside, 3 outside, for mechanical repair only. The public hearing was opened at 6:07 PM. The applicant, Mr. Batista, said that he purchased the business after the death of the prior owner. He told the committee that only mechanical work will be performed at the location and that the business has been in operation for several years. Henry Rieke, a neighbor of the business, wholeheartedly supported the application. The public hearing was closed at 6:09 PM. The public hearing was re-opened at 6:11 PM to hear from another individual.. Barrett Steinberg, another neighbor, asked if this was a change in business. Mr. Long replied that it is only a change of ownership. The public hearing was closed at 6:12 PM.

[UNANIMOUS] AYES: White Jr., Mbah, Scott Public Hearing - #210666 - Nick's Foreign Car Center 210666: New Garage License, Nick's Foreign Car Center LLC, 64 Webster Ave, 3 vehicles inside, 5 outside, for mechanical repairs only, operating Mon-Fri 7:30AM-6PM, Sat-Sun Closed. The public hearing was opened at 6:14 PM. The applicant, Nikoloas Hasiotis, a former employee of the business previously at this location, told the committee that he purchased the business and has been at this location for two years. There were no speakers in opposition to the application. The public hearing was closed at 6:17 PM. The discussion was opened to committee members. Mr. Long stated that the license has been inactive for two years, since the applicant was unaware that a licensure fee was required. As soon as the applicant was made aware of this, he immediately filed the necessary paperwork to apply for the license. Councilor Scott asked the applicant if he was aware that the location was targeted for redevelopment and the applicant acknowledged that he understood and said that he has three years remaining on his lease. RESULT: APPROVED. [UNANIMOUS] AYES: White Jr., Mbah, Scott 210877: Renewing Used Car Dealers License Class 1, Mercedes Benz of Boston, 259 McGrath Hwy. Items 210877, 210878 and 210879 were discussed together. Mr. Long stated that the application was complete. Councilor Scott reported that he has dealt with past complaints with the applicant but has found them to be very responsive. He has no problem approving this application. Councilor Mbah also stated that he has no problem with approval. RESULT: APPROVED. [UNANIMOUS] AYES: White Jr., Mbah, Scott 210878: Renewing Used Car Dealers License Class 1, Smart Center Boston, 257 McGrath Hwy. Items 210877, 210878 and 210879 were discussed together. Mr. Long stated that the application was complete. Councilor Scott reported that he has dealt with past complaints with the applicant but has found them to be very responsive. He has no problem approving this application. Councilor Mbah also stated that he has no problem with approval.

[UNANIMOUS] AYES: White Jr., Mbah, Scott 210879: Renewing Used Car Dealer Class 1, Herb Chambers Mercedes Benz of Boston Commercial Vans, 161 Linwood St. Items 210877, 210878 and 210879 were discussed together. Mr. Long stated that the application was complete. Councilor Scott reported that he has dealt with past complaints with the applicant but has found them to be very responsive. He has no problem approving this application. Councilor Mbah also stated that he has no problem with approval. RESULT: APPROVED. [UNANIMOUS] AYES: White Jr., Mbah, Scott 210917: Kenneth Waterman submitting a complaint against Mercedes Benz of Boston. Chair White explained the roll of the committee with regards to licenses, noting that the committee does not serve in a capacity to resolve disputes. If, however, there were repeated claims filed against a business, the committee might take a closer look at the situation. Jeff Davis, a manager at Mercedes Benz of Boston stated that his response to the City Council, dated December 8, 2020, in response to Mr. Waterman's complaint, accurately reflects what happened.
