Approval of the October 4, 2021 Minutes RESULT: ACCEPTED 205107: That the Administration work with this Board to implement a Code of Conduct policy and discuss training all staff and Aldermen. 205107 and 212232 were discussed together. RESULT: WORK COMPLETED 212232: That this Council adopt a code of conduct and anti-harassment policy. Note: At the October 25, 2021 committee meeting, the committee voted to place attachment (b) on file on a roll call vote of 3 in favor (Councilors Davis, Rossetti and White), 0 against and 0 absent. 205107 and 212232 were discussed together. Chair White proposed 4 changes to the Rules of the City Council and explained his reasoning for each of them. He then asked that the committee recommend that these proposed changes be approved by the full Council. Councilor Rossetti commented that President McLaughlin has had several conversations with city staff who complained about the treatment they received by some councilors. Councilor Davis agreed that there is a need to have language included to address this and he pointed out that it's covered in the new proposed Rule 17. The committee agreed to submit the following Order for the November 23rd City Council meeting:
